Breathtakingly irresponsible.
And the diplomats...ugg. Though I benefit from this loophole in another country I find it a little bizarre as it just takes 1 person to start a whole outbreak. I get countries not wanting to strain diplomatic relations by placing onerous requirements, but this is just public health. We aren’t magically immune. If you have quarantine and testing requirements they should be for everyone, regardless.

Quarantine escapee discharged

The Ministry of Health said a Cambodian-American woman who escaped from a quarantine facility in Phnom Penh on July 17 has been allowed to stay at her relative’s house in Kampong Cham province after she tested negative for Covid-19.
Provincial Health Department head Kim Sour Phirun told The Post that the woman was allowed to go home after completing 14 days of quarantine in a hotel and after a third Covid test on Wednesday came back negative.
“We allowed her to stay at home but she has to follow the ministry’s guidelines and allow us to track her health. She received the letter allowing her to stay home but she is not allowed to go out. She has to stay at home for 14 more days,” he said.
The Cambodian-American woman flew from the US to South Korea, where she boarded a flight bound for Cambodia with 90 other passengers. She landed in the Kingdom on July 15.
Among the 91 passengers on the flight, two senior US Embassy officials were found to be infected with Covid-19.
