Cambodia News (Sihanoukville): On July 16, 2020, the Sihanoukville police collaborated with the forces from Human Trafficking and Minor Protection to conduct raids on three brothels named Yen Ben, Poheak, and O Chan, located in Sangkat 2, Sihanoukville.
The raids were organized by the police chief of Sihanoukville, Lieutenant Choun Naren, and coordinated by the prosecutor of Sihanoukville court.


Thirty-one people including Russian, Chinese, and Vietnamese nationals, 16 men and 15 women, were arrested and taken into custody.
The authorities seized some prostitution equipment, such as condoms and drugs, as evidence.

The suspects have been sent to Sihanoukville police station for questioning following the legal procedure.

More than 30 foreigners arrested for operating brothels

Preah Sihanouk provincial court on Sunday questioned more than 30 foreigners, including Chinese, and Russian nationals over their alleged involvement with illegal prostitution in their massage parlors.

Colonel Pen Kanha, chief of Provincial Anti-Human Trafficking and Juvenile Protection department, said today police raided three massage parlors in Sihanoukville’s Bei commune at about 9pm on Thursday and arrested nine Chinese women, six Vietnamese women, 13 Chinese men and three Russian men.

“They violated the state’s laws and it affected Cambodian culture,” she said. “They were arrested red-handed after our provincial police officers raided their massage parlors, with masseuses having sex with their clients,” she said.

Kanha said that police seized notebooks noting guests having sex, used and unused condoms.

She said that owners, general managers or assistants of the parlors were accused by the police with “procurement of prostitutes” under Article 26 of the Law on Suppression of Human Trafficking and Sexual Exploitation.

They could face two to five years in jail each if convicted. Kanha said that masseuses and guests will be released after the court’s questioning or after they are ordered to sign contracts not to be involved in prostitution.

I don't mind the "it's against the law" bit, but I always find it a bit rich when they say it goes against/affects the culture when there are clear accounts of fairly rampant prostitution prior to and at the beginning of the protectorate.
