Bartender in on what? What Theft?
He ran a tab so he got the food an drink, so whats he is going to do?
Give half what he owed back to the cashier? Rather than pay the full tab?

If the cashier or bartender is dishonest, how can the owner trust that Chris Freeman owes what the bartender/cashier wrote down?

Maybe the bartender stole beers or sold them to someone else, pocketed the cash, and then marked the beers on Chris' tab.

Its obviously the mo. Can never trust a guy (or girl come to think of it) with that sort of hairy caterpillar under his nose. Definitely looks like what my dad might have called a spiv. Like the black market guy on Dads Army.

If true, the collection fee is a lot higher.

I don't see how the bartender is "in on it", what the heck would he be 'in on'. The owner replies to being told that she shouldn't extend credit past $50 that this is right but the barman extended the line of credit to $500-$800 that isn't theft, stupid barkeeping skills maybe but seeing as he recorded the drinks I don't see how this counts as theft, if there was no bill produced and Chris was eating and drinking for free with the barman not recording it then fine, theft but clearly, with the sums involved it was recorded.

It seems that Chloe is trying to find a scapegoat for her own stupidity/lax management. She will have seen the tickets he was building up if she was doing her accounts properly and back in March she should have said, no more credit for Chris until he pays up. She didn't and instead let it get to the situation it is now. but sure easy to blame a sacked Khmer barman

The accusation is the bartender gave very high credit to a shady mate. He/she facilitated the theft.

As I just outlined - she has displayed his bills in the OP photos - it started in March thru May. Is it suggested she had no knowledge of this? that she didn't see these bills racking up? that she didn't check her daily income and expenditure for three months? that the barman was recording all of this yet hiding it from his boss before the big reveal? I've heard some strange tales in my time from bar owner friends but that would be a first.

Lets assume for fantasy's sake that the sacked bartender gave him a big line of credit in March, Chloe saw it, but not until April and rebuked the bartender and said no more. the next week she sees he has continued to let Chris drink their and extend his credit (presuming that not once when Chris drank there was she there to see it or question it), she gives him a final warning yet still, for unknown reasons and ones that in no obvious way benefit the bartender, he kept doing it, she didn't keep on checking up on a daily basis and was oblivious that Chris was still drinking there on extended credit until May. Yep sure, I believe that, it was all a dastardly plan by this barman
:please:

The TAB idea is daft and for good reasons not implemented in many Countries.
Any place that permits long tabs to run like this is taking stupid risks.
Their hope is that the punter will spend more freely and pay up later. But this is ideal thinking and tourists doing a runner or being overcharged is common knowledge. They should know better!
