The bar owners here know what they are doing.
Let's say they pay 45 cents for a can of beer and sell it for $1.75 to mostly cash paying customers.
Maybe 200 cans a month they sell on credit to customers who promise to pay later.
The 200 cans a month they sell on credit cost the bar $90, and the customers owe $350 for those beers.
If 25% - 50% of the debts are never collected, the bar still makes money having offered credit.
Let's also consider that many guys who run out of money every month drink with friends. If you tell the skint customer "no more credit," maybe he AND his 2-3 friends who actually have money go drink somewhere else.
Bar owners KNOW there is a risk that they won't collect the money for all beers sold on credit, just like credit card companies know there is a risk some customers will default. It can still be good business to give credit though.

I'd extend it too by saying there's the psychological factor too.
If each time you had to get your wallet out to pay for every drink you buy for yourself and lady drink for the attentive nubile damsels, it would serve as a 'hands on' reminder of how much $$$ you are spending. Same concept as paying by credit card...you don't get to feel or touch the $$$ leaving your possession. It's just not the same as when that extra chit flies into your cup..
And as the punter settles in the bar getting a bit more inebriated each extra drink under the influence of those persuasive maidens, normal, rational judgment gets muddied somewhat and he may just get 'carried away in the moment'... only the crunch comes when you 'check bill'. In other words, he may spend more $$ than he would have otherwise intended before walking into a bar if it was a 'pay as you go model'.
It's all a cynical plot haha
