I completely disagree. If you are promised a certain amount of days off that should be followed through on.

What I constantly see is sick people with cooling aids on their forehead who have no opportunity to get tested.

No, what you're witnessing is a largely media-pumped superflu. The local population is young so not really at risk, and with recent evidence showing the virus was all over Wuhan back in October, you can rest assured it's swept through here long ago. The sick people you see...Get better. And even if they tested positive, there's no cure, so what's the point? Just wait two years till they tally all the asymptomatic people and the rate will drop even further.

Provinces to beef up safety during holidays
The Ministry of Tourism has ordered its provincial departments to carry out measures to ensure safe travel for tourists and curb the spread of COVID-19 during the substitute public holidays from August 17 to 21.
The substitute days are in lieu of the Khmer New Year public holidays which were cancelled in April amid the pandemic.
According to a ministry order issued yesterday, provincial tourism departments have to disseminate safety measures to those offering tourism-related services.
The safety measures include health guidelines for accommodation services, restaurant businesses, river and land transportation services and tourism sites.

Cambodia dealt with COVID very well. It never took off here.

You're joking right? Daily flights from Wuhan continued until China decided to seal Wuhan off, and other flights from China continued until mid March. The cruiseship docking in Sihanoukville and passengers were free to roam around. Cambodia basically did nothing until mid March. It's sheer luck the conditions here aren't in favor of the virus, not competence.
