Cambodia to Discover SS Fraud - soon
PM: Don’t dupe cash handouts
Cambodia is going to discover that the queue for free government money is long and the demand is insatiable. They are going to discover that fraud will follow and that people are ingenious in gaming systems, especially fresh and badly designed ones.
Problem number one will be how to define poor; everyone is poor compared to their dear leaders. Another problem is local authorities being the final arbiter of who gets money, as their family members will be part of the community. Who do you upset, family or your boss?
Even when all this is settled and the system is up and running, people will stop thinking it is a benefit, and see it as an entitlement. Gratitude will disappear, to be replaced with expectation and demands for more. Pensions for a start.

Prime Minister HE has warned he will get tough against village, commune and district authorities if they register relatives who are not poor for the cash handout programme the government implemented to help vulnerable families during the Covid-19 pandemic.
He said to guarantee transparency and integrity in delivering the cash handouts, he had issued a strict order to the authorities at all levels to perform their work properly and with the utmost consistency.
To ensure poor people experiencing real difficulties get government assistance, a working group had updated the registry of poor and vulnerable people, he said in a Facebook post on Tuesday.
“I will take tougher action and will not forgive them [authorities] if any irregularities are found in any village, commune, or district. [Local authorities] have to avoid colluding with their relatives who are not poor to get this cash handout,” the post said.

It's not as easy as that. An article on this thread says that a couple earning 5000riel (US$1.25) a day or more is not eligible for a "Poor ID card".

Village chief suspended for stealing ID Poor Money from elderly woman
The Chief of Damrey Slap village was suspended from his job yesterday, after he was found to have stolen nearly $300 from a poor elderly woman that was owed to her through the IDPoor scheme.
Kampong Svay district deputy governor Keo Kanhana identified the man as Luong Long, 57, who was living in Damrey Slap commune in Kampong Thom provinces’ Kampong Svay district.
Kanhana said that since the beginning of the pandemic, Prime Minister HE has provided about $36.25 to the poor elderly people and those living with disability people every month.
He said the Premier’s financial support is provided and distributed to the poor via the local authorities.
He added that in May last year, Long, did not give the financial support to Khom Nav, 63, who holds an IDPoor card, while she couldn’t collect her money as she was staying with her son in Battambang province.
Kanhana said Long instead transferred Nav’s financial support to his own son, who was a migrant worker who had returned from Thailand in May last year.
He said the scandal was later leaked to the district authorities after Nav’s son alerted them and asked for intervention on February 13.
He added that after receiving the complaint, the district authorities conducted an investigation and discovered that Long had transferred the money to support his own son.
“During questioning, Long admitted committing the offence, saying that he took Nav’s money to give it to his own son as he is also poor and had just returned from Thailand during the outbreak of COVID-19,” Kanhana told Khmer Times.
“He expressed his regret and promised to return the money to Nav,” he said.

A Kampong Thom province village chief has been removed after allegedly taking a woman’s IDPoor payments over several months, one of more than 14,000 irregularities authorities have found since June in the country’s anti-poverty program that was expanded amid the global pandemic.
The IDPoor program, which entitles recipients to free health care, discounted public utilities and, since Covid-19 hit, direct cash handouts, has been rolled out to 700,000 families comprising 2 million people, according to the Planning Ministry.
Kampong Svay district’s Damrei Slap commune chief Ying Heap said Damrei Slap village chief Luong Lok had been removed earlier this month following a complaint from the family of Khmum Nav, 63, that Lok was taking Nav’s IDPoor payments.
“The village chief was the one withdrawing the money — the family faced difficulties,” Heap said.
