Id be very cautious with buying a business in this climate. Though I have a friend that just opened a tea shop in England and shes doing very well.

As for the idea that luxury resorts have a great future from the Khmer hi-so market, the problem with that is there are already a lot of luxury resorts that were catering to the foreign tourist market and that was larger than the potential increase in the Khmer market., so it's a net loss.
If you want to look for a positive sector, look at healthcare. Cambodia did not have much inbound demand to lose because nearby alternatives were more attractive. But the wealthy Khmers can no longer go abroad for their needs. The Royal PP Hospital is doing well.

16 years is a big time and people can calculate that the cost of construction divided by 192 months is a cost just like a rent concerning the size of the land and development. I was at Saracen Bay two weeks ago. It was lovely and quiet. Great time to visit. No hurry though, even the most optimistic Thai operators are saying 2022 at the earliest for any tourism recovery. There were plenty of boats, all small speedboats so you get there quickly. The main problem, there was nowhere to relax in the daytime except in the hot sun, maybe beach umbrellas are banned.

I get your point if it is a refurbishment that doesn't cost a lot but if you do a major development, you are just gifting the whole thing to the freeholder after 16 years with no prospect of payback within 16 years, even assuming pre-Covid tourist demand. Doing major developments on a 16 year lease doesn’t make sense. Buildings are typically written off in 30 years of more. Maybe some non pro running a few wooden bungalows will be interested, but nobody With serious plans will give a 16 year lease even a second look.

I think the problem with this arrangement is that anyone leasing for 16 years knows that one day they will have to hand over the keys to what they have built or continue to rent as if they spent nothing on the development of the property or the building of the business as a going concern. This is why the development will be 3rd rate and built on the cheap and past 10 years their wont do anything such as refurbishment. It will just get run into the ground and look like every other Khmer run shithole here because the clock is ticking ever more loudly.
The owners should do a joint venture with a serious developer and create something world class going way beyond 16 years. But the sad truth is the owners are probably a bunch of idiots who know they have acquired it by dint of luck (family - connections etc) and know, deep down, they are useless at anything except ordering Rolls Royce's in disgusting colour schemes. And serious hotel operators know this.
