I don't know, but it's the only reason I can think of. Being married in Cambodia doesn't come with any legal rights AFAIK.
But... Obtaining multiple entry EB extensions has become increasingly difficult over the last years, the DoI will not just provide a visa without any supporting paperwork. And if you have this EB visa, legally a work permit is required too. If you're not legally employed in Cambodia that can become quite a hassle. Even in the boonies the immigration police and labor department are doing yearly checks on those now.
If you have a wedding certificate that will do together with the name card of your Cambodian partner.

At least that’s my theory. Based on their disbelief that I am an American. Because I wasn’t Caucasian. It didn’t help that I dressed in business attire (like someone who would visit a Department or Embassy in Washington, DC).

One of the main benefits of being legally married in Cambodia is asset protection ie. joint property ownership, you both get your name included on the hard-title and the property cannot be sold without authorisation from both parties.
Another is inheritance. If the Cambodian partner passes away, the foreign partner inherits their assets, including property, however with the property due to the constitution regarding foreigner property ownership you cannot keep it and have 3 months to sell it or transfer ownership. If the foreigner passes away, then the Cambodian partner inherits the foreigners assets in Cambodia, and depending on the Foreigners Country of Citizenship's laws, any assets the foreigner may have had in their home country (unless there is a will stating otherwise).
It is also a pathway to citizenship if that is something you are interested in.
There is also the likelihood of a marriage/spousal Visa type or EOS category being introduced in the near future, there is currently a working group reviewing the Law on Immigration for updating, and this is I have been informed is definitely one of the topics being discussed and considered.

They are creating another administrative barrier that the only way to navigate is to "help them out", and "make an arrangement". Foreigners and marriage seems to be one of the worst in Cambodia.
Probably with a whiff of discrimination thrown in.

Based on your quotation of the law, it seems to say that one should appear at the Cambodian Embassy in a foreign country. Let's say someone went to get married in France. You could try petitioning the the Phnom Penh Court of First Instance to have your marriage abroad recognised, but there is no guarantee and you need to consider whether the hassle and cost involved is worth it.
Why is it so important for you to have your marriage legally recognised in Cambodia? If not planning to live here long-term and/or raise children here, then there aren't that really many advantages to being legally married here. If planning to live here long-term and/or raise children here, then it is beneficial to be legally married in Cambodia, but not absolutely necessary by any means.
