I think the problem at the moment is that all the land borders are closed to migrant workers because of Covid, so their only solution is to take the illegal way across the border and hope for the best (work illegally) once they get there. The lack of monotoring leaves the workers wide open to exploitation and probably increases the spread of Covid.
Time to open and legalise cross border traffic IMO.

The situation might have changed, but I'm pretty sure that the land borders have remained closed to all but returning citizens, emergency ambulances, and essential goods vehicles etc.

60 imported cases were announced today as imported case numbers continue to be higher as a consequence of the Thai border reopening on August the 13th.
But that has never stopped the illegal crossings continuing, imagen being without the official paperwork, you’re not going to pass though the official border point.

to be fully legal:

If they go thru an agent and do NOT have a job offer and want a job
25,000-30,000 baht for a 2 year Non L-A visa, wp, ( includes full medical exam/covid test and which comes with med insurance same as a thai)

if they have a job offer and the employer will assist with the paper work
18- 20,000 baht

This is the point I was getting at, they are paying some trafficer to get them over the border at an average of 5000baht. and they can like you have quoted do it legal for has little has 10,000baht for a 2 year period.
J & J in Cambodia, I have known a guy at a Wing shop to have months ago, he said to me that it's done at the local police clinic, but they would not let me have, it was only for the police and officals.

Cambodia News, (Banteay Meanchey province): In the early morning of 12 September, 2021, Thai military forces arrested 15 Khmer men and women - 6 men and 9 women - who wanted to cross the border illegally to go to work in Thailand. They all say that they have been vaccinated.

The migrant workers were all sent back to the Cambodian authorities for health tests.

Border police crack down on 57 illegal workers attempting to cross into Thailand

Cambodia News, (Battambang): This morning, Saturday, October 16, 2021, at 7:00am, Colonel Mansi, Commander of the 819th Brigade, and Lieutenant Colonel Ly Langden, Deputy Commander, led the police force together with the Thai Armed Forces in collaboration with the Thai Black Troop 523 Regiment, to prevent illegal Cambodian workers from crossing the border into Thai territory between border posts 53 and 54 in O'Krouch village, Boeung Reang commune, Kamrieng district.

The authorities arrested 57 workers (including 23 females and 5 children). After interrogation, one of the 57 people detained was identified as the "passer": Chhorn Tran, a 39-year-old man living in Boeung Reang village, Kamrieng district, Battambang province.

Apart from being at the front, unmasked and handcuffed, I wondered why he stood out. Why wouldn't he carry a bag and just blend in with the others.

Thai authorities deport more than 100 Cambodian workers
At least 104 Cambodian workers who were smuggled across the border to Thailand by recruiters were deported by Thai authorities.

Thai authorities sent back at least 104 Cambodians, who were illegal aliens, through the border O’bei Choan entry point at O Chrov district, Banteay Meanchey. This massive group of workers were sent back on October 19.

According to reports from the Thai border patrol, the Cambodians crossed the border and were making their way across Payu Khaliptan Park in Sa Kaeo Province. After they were caught, they were brought in for questioning by authorities and each confessed that they paid approximately $179 to $269 to be smuggled across the border.

On the same day that they were caught, the Cambodians were convicted and fined by Thai authorities. After their conviction and subsequent fining, they were sent back to Cambodia.

46 illegal Cambodian migrants arrested crossing borders

More illegal migrants from neighbouring Cambodia have been detained while crossing the border into Thailand after the prime minister ordered a probe into the human trafficking rings behind these illegal border crossings.

In Sa Kaeo, 46 Cambodian migrants were yesterday detained in two separate incidents of illegal border crossings, said a source. In the first, 35 Cambodian nationals, 16 men and 19 women, were detained in Ban Thap Phrik in Aranyaprathet district by a combined force of police and military rangers, said Col Ronnarong Sengmi, head of a military ranger unit involved in the suppression of illegal border crossings.

The detained workers said they had paid brokers between 6,000 baht and 9,000 baht each to be smuggled across, said Col Ronnarong.

Cambodia News, (Banteay Meanchey): Groups of Cambodian people caught crossing the border into Thailand illegally, looking for work, continue every day.
For 2 consecutive days, on 8 and 9 November, a total of 55 people (19 women) in Thap Phik Noy village, Thap Phik commune and Khao Noy village, Klong Nam Sai commune, Aranya district, Sa Kaeo province were detained by Thai soldiers of the 13.02nd Squadron, and have now been repatriated to Banteay Meanchey provincial authorities in Cambodia.

Arrest warrants are being sought for smugglers of illegal migrant workers and their assets will be seized as the crackdown continues on people entering the country illegally to find work following the Nov 1 reopening.

Labour Minister Suchart Chomklin said the ministry has asked assistant national police chief Pol Lt Gen Surachet Hakparn to seek warrants for smuggling gangs while the Anti-Money Laundering Office (Amlo) will be asked to seize their assets.

"Migrant workers should not have to wait longer than three weeks before they can enter the country legally under new memorandums of understanding," Mr Suchart said on Tuesday.

Imported labour based on MoUs with neighbouring countries has been suspended since March of last year when Covid-19 hit the country. Businesses and industries have since faced shortages, prompting some to hire illegal migrants, Mr Suchart said.

The Labour Ministry's move came after Prime Minister Prayut Chan-o-cha previously instructed it to speed up efforts to resolve the dilemma between worker shortages and a rising number of illegal migrants attempting to sneak into Thailand then having Covid-19 clusters linked to them.

"Rest assured that the problem will be fixed shortly," Mr Suchart said, adding the ministry decided to bring in migrant workers under the MoUs due to sufficient vaccine doses.

They will be quarantined for 14 days and will be inoculated shortly before completing their quarantine, Mr Suchart said.

Between 50,000-80,000 migrant workers are expected to arrive under these pacts initially, he noted.

On Monday, Mr Suchart revealed there was a surging demand for workers, with several industries such as the construction and frozen food industries in need of about 200,000 foreign labourers.
