Rang a few places I used to use in the UK and they’ve all said a remanufactured (Genuine MB modified) is from $800+ shipping by DHL of $150, because the post isn’t working here.

That's exactly what I am thinking. I used to be a car dealer many years ago and have an ex partner in southern Spain who is still in the game, so sourcing left hand drive is not a problem. Getting them in the country in good legal order, ready for sale, is where the fun starts!

They show the base value on which the 137.5% is levied.

What is the base value? The cost new in the country of manufacture? What about a second hand car bought on the cheap, so they except your valuation?
