Public beaches in Sihanoukville welcome local, international tourists
Preah Sihanouk provincial governor Kuoch Chamroeun said today that his authorities have marked more than 9,000 metres of public beaches designated for local and international tourists.
Speaking at a press conference at the Council of Ministers in Phnom Penh, Mr Chamroeun said: “Now tourists can visit public beaches freely. There are no longer fences surrounding them or occupied by someone.”
He called on the public to join together to keep the beaches clean.

..that's what Sir Stephen and Duncan were addressing...not locals and expats.Public beaches in Sihanoukville welcome local, international tourists
And presumably these Chinese that you say are flying in are subject to the same requirements as others incoming at the moment ie only business/retiree visa (no visa on arrival at the airport), virus clear health certificate, $50k health insurance.

Okay clutch, yes I quoted the article, are the Chinese under the same rules on arrival, plus is it not so some flights have not been happening, also is it not so they are not rushed like others, being that they can have 3 year term Visa's. More and more every week. Morning flights to Sihanoukville were ~70% full.
And local tourists have returned to Sihanoukville as well (compared to 2019 when the local tourist numbers plummeted).

do these guys ever communicate with each other? No tourist visa until october and then the new rules on new arrivals.....you won't be getting any new international tourists soon Mr Governor
