the government will charge $5 a day for every day that a staff member of a company in Cambodia is without a work permit
The way I interpret that article is that if you are employed in Cambodia as of the 1st April 2015 but do not have a work permit then you will be fined $5 per day (from 1st April 2015) until you get your work permit. If you're not employed then nothing to worry about I'd say.

It also states this, although this is nothing new...You will be fined $5 per day that you overstay your valid visa, and $5 for everyday you are in the country without a valid passport (which goes hand-in-hand with an expired visa).

Ok PSD-Kiwi, but the unanswered question remains, does anyone else besides those employed require a work permit? For example, retired people, people who stay long time, not retired, but living off of savings, foreigners studying Cambodian language and anyone else I have neglected...Takeoman summed it out when he said elsewhere that the two ministries were singing off different song sheets. Why the confusion? I highly suspect the ambiguity is designed to stick it to everyone.

why not just get a new passport and buy one taabarang?
