Expat Robert Molenaar Accused of Skipping Out on Bill
'A short warning message: this guy Robert Molenaar, working at ICS Travel Group cambodia left, or I should say "escaped" the apartment he was renting from me and 'forgot" to pay the 150 $ elec bill (I know it's a lot and I don't really understand how he did). Scammy part, is that he politely asked me to use the one month deposit to cover his last month rent and...would pay the elec extra upon check out! I accepted, and it will be the last time. If you know this guy, be carefull he is a snake. Attached my polite email after which he bloked me (as for my 2 staffs trying to contact me). (and yes, trust me before "the name and shame", I tried any possible peacefull ways...in vain)'

I have many electric bills higher than $150 especially in April-May when weather is hot!

And if you don't plan to pay the electric bill when you leave, you might be tempted to leave the A/C on 24/24 ?

this person Raphael seems to work for a company that manages a few apartments. He has allowed the tenant to use his deposit as his last months rent, I am guessing that he was a trusted tenant up until then and also the property company presumably had checked his apartment to see it was all in good condition and had agreed to give him his full deposit back, which was then used for rent. Perhaps he should review how he manages his properties instead of sending one-sided arguments to forums and chalk it up to experience and stop being such an amateur, and in future use the deposit to cover such instances as damage or 'skipped electric' bills like any normal landlord would.

It still sucks and we all let out guard down at times. 1 months rent plus $100 for electric would seem a simple fix for this problem.
If a tenant tried to circumvent this by withholding a part of the penultimate payment plus all of the last payment, you know you are going to be in trouble with this tenant and I would get the master fuse removed at the meter in the street.

read meter check last bill, calculate, deduct from deposit.
