Well no, you told me how I could use someone else's Smartphone. So far the consensus seems to be that nobody knows how it could be done without a Smartphone. I intend to investigate more on Monday - it may turn out to be impossible to do it without a Smartphone.
You could try to use the app in virtual machine software on a laptop, or a Chromebook ... :stir:

does chromebook allow new software installation?

easiest way, insert your sim card into friends phone, register

OP: I suggest u go along with the system in cambodia, people who buck it generally leave, willingly or not

and right on the right is

You can contact the nearest police station if necessary
You can download registration from here!

So you dont need a smart phone, just download the form, print it, fill it out an take it to the local police station,
correct?
