Where can I get license plates?

I'm headed back to the US soon. My brother-in-law is a car guy and collects interesting license plates to hang on his garage wall. Is there a way I can get him some plates from Cambodia(or surrounding countries)? Might a moto shop or similar place have some? Or do people here keep them forever and move them from moto to moto?
Do you think the parents of baby boomers whined so much when the boomers started changing society? And yet the whiney ones like to call young people "snowflakes." Hmm...

Is it illegal? Seems silly that they would care about an old, unused one, but there are certainly more silly laws on the books...
