This is the same guy who wrote the following (emphasis added),

"...just like90 % of the bar girls and Sorya mall /riverside traders. Its all ' smiles ' and pleasantries at the start but if you dare question their moneyed demands or absence of advertised services , then look out ! You will be yelled at very abusively ,intimidated and threntend with " police problems"., The only way to counter these developments is to take out the one making the most noise decisively. , ,& then leave the scene rapidly. , shoot & scoote. They play their games ,we play ours."

This is a very sad story and all because of an argument over a dog. I feel sorry for the widow. RIP

UPDATE: Court of Appeal
Cambodia News, (Phnom Penh): On 5 August, 2021, Sek Thuch, a 41-year-old Khmerican sports instructor, who was sentenced in September 2020, has requested the Judge of the Phnom Penh Court of Appeal to commute his sentence to 7 years and to reduce the civil compensation to the victim's family because he said he could not afford to pay.

The judge stated that in this case, Sek Thuch was sentenced by the Phnom Penh Municipal Court on September 25, 2020 to 10 years in prison and was ordered to pay the victim's family 80 million riels (approximately $ 20,000), for intentional aggravated violence resulting in the death of a victim under Article 224 of the Penal Code of the Kingdom of Cambodia.
However, the convicted man subsequently appealed the sentence before the Court of Appeal.

The Cambodian-American man was arrested on April 29, 2020, after he punched the victim on riverside in Phnom Penh, causing him to fall over backwards and hit the ground where he became unconscious. He died at the hospital five days and six nights later from serious injuries.
The victim, a 69-year-old Swiss man, had a valid passport and visa, and lived with his wife in a rented house in Street 13, Sangkat Wat Phnom, Khan Daun Penh, Phnom Penh.

During the trial, Sek Thuch admitted his guilt, but said he had no intention of punching the victim, but he punched the older man because he was angry at him for hitting his dog, which was playing with the victim's dog in a riverside park.

Sek Thuch asked the Phnom Penh Court of Appeal to commute his sentence from 10 years to 7 years and to reduce the civil compensation to the victim's family because he said he could not afford to pay.

The Court of Appeal will announce its verdict on the morning of August 28.

Sek should have kept his dog on a leach.
The senior guy was just protecting his dog.

It's good to know he got a good stiff sentence.

Is there parole or early an release programs in this country, or does 10 years mean 10 years?

Doesn't seem to be an update on the Court of Appeal verdict..

Meanwhile, the deceased's wife posted on FB:
For almost 2 years I do not know if you are in prison or not. Also, for almost 2 years you have not yet repaid me, what do you think?

A sad story all round. Reminds me that one punch/push/slap or any form of assault can lead to something so tragic. Very sad.
