About 2 years ago a mini tornado ran through Kampot, it demolished part of Victorias kitchen on the river front,It ran straight up the road tearing roof tiles and metal sheeting off the roofs.If it was not a Tornado what was it ?

That was a tornado. They can form anywhere in the world, but probably not happened yet in the arctic or the antarctic (or nobody was affected if there was one). They are most likely in the US, central, midwest and southeast.

Funnel Cloud Was Tornado, Expert Says (well, a teacher actually - then clarifies that it was a water spout "tornado". The meteorologists say it was not a tornado )

The funnel cloud that formed at the confluence of the Bassac and Mekong rivers Tuesday was indeed a tornado, and possibly Phnom Penh’s first, an adviser at the National Institute of Education said Thursday.
Photographic evidence shows that the cloud that formed shortly before 1 pm did touch the surface and therefore meets the definition of a tornado, said Tetsuya Murayama of the institute’s Science and Mathematics Center, which trains high school teachers.
“One of the characteristics of the tornado is that it must form from the cloud, then touch the ground,” Murayama said. “If we observe this, we consider that it was a tornado.”
With winds as fast as 400 kph, about 1,000 tornadoes carve paths of destruction through the US every year, causing an average of 80 deaths and 1,500 injuries, according to the US National Oceanic and Atmospheric Administration.
A vortex needn’t be so powerful to be considered a tornado, Murayama said.
Government meteorologist Seth Vannareth said Tuesday that the cloud was in fact an “intertropical convergence zone.”
However, said Murayama, this term describes an area of atmospheric activity, not a weather event.
Seth Vannareth conceded Thursday that the phenomenon had in fact been a water-spout tornado and said that she had perhaps been misunderstood.
“This is not really a tornado like in the United States,” she said, adding that the ITCZ can contribute to vortex formation. “This is a small tornado,” she said.
Cambodian tornadoes, both on land and over water, have been recorded in 1998, 2000 and 2002 and on April 19 of this year, when a twister in Sihanoukville displaced a house and injured several children, she said.
The absence of a radar-equipped weather service and Cambodia’s year-round humidity make predicting when and where tornadoes will occur very difficult.
“Of course, this phenomenon is a small phenomenon in Cambodia,” she added.

The one in Kampot went up the road then there was a lull ( eye of the tornado ?)and it reversed direction and went back down the road.

I think we are maybe just talking semantics.
Sure, small twisters, whirlwinds, water spouts and intertropical convergence zones do occur in Cambodia
But according to Wikipedia no "notable tornados" make the "List of tornadoes and tornado outbreaks in Asia"
And the photos in the OP were certainly a water spout - not a true tornado.

The ITCZ as it’s commonly referred to being broadly speaking a low pressure region near the equator, and surrounds the planet. It is of significant interest to aviation and maritime navigation alike. It’s home to a lot of interesting (read:hazardous) weather.

As a member of a nascent professional class rebuilding itself after years of war, Seth Vannareth stands apart. But as a woman scientist, she is even more unusual, a role model for young women who see few good options for themselves in city life.
In 1984, Seth Vannareth began working at the ministry. Three years later she won a scholarship to study meteorology in Russia. This was when the really hard work began. Learning to forecast the weather is demanding, Seth Vannareth explained, because “you need a very good knowledge of mathematics, chemistry and physics.”
She returned to Cambodia in 1992, and has since traveled from Japan to Paris and the Philippines to Hong Kong to participate in various meteorology workshops.
