I don't want to blame the victim, but an expat woman riding home alone on dark roads at 3:30 a.m. does not seem safe to me.

Even in small towns in any European town a lone female out in the early hours is just looking for trouble.

If my young daughter was out at that time she’d be grounded for a year.
It’s just common sense not to put yourself in danger. It’d be the same for a 50yo guy who was so slashed he could barely keep his moto upright.
If he was mugged and someone said “You had it coming mate” what would you say? Yes, no white night coming to his defence.

These young woman are adults and should use basic common sense.

Women of all ages should have a safe right of passage home after a late night out, but obviously not in your eyes..

Just saying, when in Rome act like the Romans.

Both male and female locals don't go out past 12 by themselves, you're hard-pressed to see it after 10.

Unfortunately it is not safe for any women and this is a sad reflection on society. The safety of women is a world wide problem that is eventually in the process of being addressed.
There is a lot of literature on the subject eg:

Gender-based violence (GBV) or violence against women and girls (VAWG), is a global pandemic that affects 1 in 3 women in their lifetime.
