"The new Traffic Law, passed at the start of the year, stipulates that 70 percent of fine revenue must be redistributed back to traffic officers. The move was made to encourage traffic police to submit the fines they collect to the state instead of pocketing them."
I saw this in todays PP Post. Yes it may encourage cops to hand over fines; it may also encourage them to fine as many people as possible for whatever reason they can come up with, since they get 70% of the fine - wouldnt anyone?

Common knowledge around here. Traffic cops get minimal salary. Just avoid them if possible.
Even the locals call them dogs.

The cops here only care about money, not safety. They only focus on big ticket, easy money items like helmets and mirrors. If they were actually trying to improve safety they’d set up a real checkpoint and fine for helmet, mirrors, tail lights(they could make a killing on this in Cambodia), headlights, and any other safety item that’s not functional. They could have a mechanic (or a few) on site to do instant repairs of simple things like lights to avoid paying the fine, then split the proceeds with the mechanic. Safety is improved, the local mechanic makes money, the cops make money, and the driver has no excuse to not fix it. They’d still make their big money on helmets and mirrors but they’d also have a small additional stream from the other stuff.

I don’t think the local traffic cop is that smart. The smart ones already have a high rank and carry a shiny expensive sidearm when they go to the KTV.

But who knows?

Unfortunately logic doesn't work here.

I've asked some traffic cops why they don't sell helmets to make some extra cash. The stare I got back was saying (you idiot I'm a cop not helmet sales person..) Image

So is turning right at a red light illegal or not? Lights on during the day? Never got straight answers... It's as if no one knows, so cops could easily make up shit as they go along.

Both illegal , there is such a thing as road rules, but understand most people never know them as it is Cambodia,its unrealistic to expect everyone to have licences, that's probably why H.E declared no licence required for under 125cc.
Most cops are honest hard working people who have to put up with shit people day in and day out (no matter which country they are in)

Lights on durinig the day is still a no-no, but turning right at red lights was relaxed late last year if I recall - I'll try to dig out the source. Generally I think you still have to do it by ceding priority to oncoming traffic before you merge (you know, not like a dick who just pulls out), never had any issues doing this in the past 6 months.

Lights off during the night OK!
Fun Factoid: Some people believe that they save gas by keeping their lights turned off at night.
