Seven New Airports for Cambodia
Three Airports under Construction; Four Others in Construction Plan
AKP Phnom Penh, April 16, 2020 --
Three international airports are currently under the construction in Cambodia while four others are in plan to be built and renovated.
With the new seven airports, Cambodia will have ten airports, both domestic and international airports.
The airports under construction include the new Phnom Penh International Airport, located in Kandal and Takeo provinces, which is scheduled to complete in 2022, Dara Sakor International Airport in Koh Kong province to complete before 2020, and the new Siem Reap International Airport in Siem Reap province.
Four other airports are planned to be built in Koh Kong province, Banteay Meanchey province’s Poipet city, Battambang province, and Mondulkiri province.
According to the State Secretariat of Civil Aviation (SSCA), the four airports to be built will be domestic airports.
Speaking in a press conference organised here on April 16 by the Royal Government Spokesperson Unit, SSCA’s Spokesperson H.E. Sin Chansereyvutha said that the new airport investment will contribute to air transport in the future as the tourist arrivals to the Kingdom are expected to rise in years to come.
Currently, Cambodia has three operational international airports – Phnom Penh International Airport, Siem Reap International Airport, and Sihanoukville International Airport.
They are managed by Cambodia Airports, a subsidiary company of France-based VINCI Group.
Passenger traffic grew 10.2 percent year-on-year in 2019 to 11.6 million passengers, according to Cambodia Airports' report.

I understand the point you are making TTT, and agree with the basic concern behind it.
but this ^^^ is simply not correct.
If we want to seriously challenge China we should be cold hard realists

And in a month or three they can buy loads of planes for scratch and start domestic flights in Cambodia, or take over international slots.

Yep there is, by the Royal Group.
Thai/local jv building one of the airpot in Koh Kong. Local/european/chinese jv building the Koh Rong (not mentioned in news article). And one of the other had at least some european money behind too (mondulkiri or battambang?).
