American Drunk Driver Injures 4 People on a TukTuk and Flees
An American drunk driver accompanied by his Malaysian girlfriend hits a Tuk-Tuk, injuring 4 people.
Phnom Penh: A drunk American accompanied by his Malaysian girlfriend was driving his Mercedes car along the riverside and hit a Tuk-Tuk with three passengers (A khmer and two foreigners).
The accident took place around 11:30 pm on 23, Jan, 2015 at Preash Angdongka (in front of the royal palace) along sisovat blv.
Police said, “The drunk driver was an American, named Vic Boyle, 42 years old, Male, Businessman. Currently he is staying at #14, Teuk Thla, Sensok, Phnom Penh. The TukTuk driver names Kem chenda, Male, 22 years old, from Prey Veng, Cambodia.
According to the bystanders who witnessed the accident, before the accident happened there was a Tuk-Tuk with 3 passengers was heading from South to North. Once it arrived Preash Angdongka, it tried to slow down in order to allow the passengers to get out, then there was a Mercedes driven by a drunk American accompanied by his Malaysian girlfriend that hit the back of Tuk-Tuk immediately and injured 4 people.
After the accident, he (Victor David Boyle, the American drunk driver) tried to escape. However, he didn’t make it far as he was caught by Cambodia police at street 214, Beoung Rang district.
The tuk tuk was completely destroyed.
The victims then were sent to hospital for treatment and the drunk driver was brought to police station.

Edrea Chua, a 28-year-old Malaysian woman, and Victor David Boyle, her American boyfriend, were arrested in the early hours of Saturday morning after they hit a tuk-tuk full of passengers with their Mercedes SUV and then sped away, police said.
Sem Kunthea, municipal deputy traffic police chief, said that at about 11:30 p.m. on Friday, the Malaysian woman crashed the SUV she was driving into a tuk-tuk on Sisowath Quay in Daun Penh district’s Chey Chumneah commune after leaving a party on Koh Pich island.
“When she drove in front of the Royal Palace, the car was swerving and then crashed into the left side of the tuk-tuk, injuring four people,” he said, noting that the injuries were minor.
Mr. Kunthea refused to identify the Malaysian woman, but named the American man in the car as Vic Boyle. He said both had been drinking before the accident.
“After the crash, the American replaced her as the driver and sped from the scene,” he said. “They sped from the scene because they were scared local people would attack them.”
Mr. Kunthea said police and military police pursued the SUV and pulled it over on Street 214 in Boeng Raing commune.
“Police and military police followed them and arrested them about 1.5 km from the scene,” Mr. Kunthea said.
Mr. Kunthea said that Vic Boyle was released from police custody on Saturday.
“We brought them in for questioning at the municipal traffic police station, but we released the U.S. man later because he was not the driver,” he said.
“However, we are detaining the Malaysian and brought her for questioning at the court Monday, accused of causing injuries while driving.”
Victor Boyle, who identifies himself on the professional networking website LinkedIn as the general manager of a company called S.S. Digital Media Advertising, could not be reached Sunday.
Photographs published in local media of the arrest and its aftermath appear to show that Vic Boyle’s companion was Edrea Chua, a Malaysian woman whose photograph also appears on Mr. Boyle’s Facebook profile, where she is identified as his girlfriend.

Yes that's why we always charge you guys differently from local. I am just kidding. . Not all expats I have seen in Cambodia are rich.

The guy drives a nicer car than most expats and dresses better. He apparently told the cops he is a "business trader."
I've challenged Gen Mack to see who can identify the guy first. Gen Mack is really good at gathering info and it wouldn't surprise me if he solves this first.
One of the Khmer news articles refers to him as "David." That could be wrong, of course. I did a Facebook search for any Davids I might have mutual friends with, since most of my FB friends are expats and bargirls, then I looked through all the photos for baldies. Got nothing.
