Notary suggestion notary in Phnom Penh or Sihanoukville

A khmer friend needs to do a statutory declaration in English in front of a notary. A foreign tax authority is asking that to avoid/reduce the tax on a foreign small pension. Also no big amounts involved.
Can you suggest a notary in Phnom Penh or Sihanoukville ? maybe could be done in front of a laywer too. Eventually a suggestion for a laywer doing it.

I have used the other Notary and I cannot recommend him. I use Phnom Penh Notary Public, Canadia Tower, Phnom Penh. Ask for Minsum Solidar. Trained at Sorbonne, fluent English and French. Auhtorised by MFA for translation. Very reasonable prices[media]http://www.ppnp.com.kh/[/media]
