why would they go to bavet to arrange onward travel, after being in phnom penh?
i think someone should take a close look at the internet traffic between the 'quarantine' hotel and chinese online gamblers
I wouldn't want to suggest that there was a cross-border run for Chinese from Cambodia through Vietnam, but there was a lot of people traficking from Cambodia through Vietnam to China before the recent border closures. Maybe this group arrived too late for the last trip to China ?

It's easier to quarantine 174 chinese than 15,000 khmer migrant workers returning from Thailand.. post407934.html#p407934

Was the hotel/casino Chinese run business? If so that looks even more strange to turn customers away.

Chinese nationals in Svay Rieng placed under quarantine
A total of 174 Chinese nationals were reportedly placed under quarantine by the Svay Rieng provincial health department after high body temperatures were detected in two of them.
Keo Ratha, director of the department, said the 172 were placed under quarantine in a hotel in Bavet city, while the two who had high temperatures were sent to a hospital.
Mam Yoy, deputy chief of immigration police posted at the Bavet International Border Checkpoint, said yesterday the group travelled from Phnom Penh to the city.
Major General Koeung Khorn, chief of provincial police, declined to comment.
General Keo Vantha, spokesman for the General Immigration Department, said yesterday the Chinese nationals flew from the Philippines on Tuesday before landing in Phnom Penh at about 4pm.
Gen Vantha said the 174 worked in the Philippines.
“They wanted to fly to China, but as you may know, the Philippines has closed [direct] flights so an agency arranged for them to transit in Cambodia for a few days before finding a flight to China,” he added. “A tour company took them all to stay at a hotel in Bavet city.”
