They say he were unhappy with Lisa restaurant and expressed it to a owner of a bar. Later that bar owner were in the restaurant when he came with his car to smash it up but he didnt manage to hit it, just everything around it.

They say his name is Axel from belgium.

It's not funny at all. See the last video in the Facebook link. The guy is totally out of control and on a rampage. On top of that, just before he storms in with his car there are kids riding bicycles.
