Thai Man Living in Sihanoukville Arrested for Violence
Cambodia News, Preah Sihanouk: A Thai man with a Cambodian wife has been arrested by the Royal Gendarmerie with a weapon and brought to Prey Nup district police station after his wife filed a complaint at 7:30 am on March 17, 2020, in Ta commune of Prey Nup district, Preah Sihanouk province.
The arrested Thai man, named Bun Ma, is the driver of the boat in the village, and according to a local source, the man got violently drunk on the night of 16 March, and then he smashed up his house and threatened his wife.
So the next morning, the wife filed a complaint and police came to arrest her husband for violence with a firearm.

It's weird how they let perps pose with their weapons. Maybe there's a cop just out of frame aiming a rifle at them and warning them not to pull any Chuck Norris stunts?

No, but they often give them machetes/ swords etc to hold. It's possible to hit someone with an unloaded gun too.
