Probably the second, but they may not want to publicise any Delta deaths, especially if they higher proportionally.

I have noticed that the KT reporting of the Delta spread has avoided using hyperbole, e.g. deadly, viscous, lethal etc. All the early reports were full of these but they seem to have backed off from the scare tactics. The reporting is much calmer and even deaths are reported without any emotion.

Delta is here now and there is no stopping it, so best just get on with it. There's no point in frightening the life out of people unless you are trying to make them stay indoors all day, and they have given up on that idea.

Vaccination rates are very high and infection recoveries strong, so maybe it's just time to get on with life, and 10 deaths a day.

KH: Provincial Administration declares temporary administrative measures to prevent the passing of Covenant-19 in Siem Reap for 14 days, starting from September 09 to September 22

Curfew - 9pm to 3am (with exceptions)
- Travel of civil servants & armed forces of all kinds
- Travel for urgent health reasons and necessary and urgent reasons in the family
- Have a certificate or permit from the nearest competent authority
- Transportation of goods and food stuffs, state strategic transport of goods
- Emergency and health services, both public and private, pharmacies
- Firefighting services, electricity and water supply services and telecommunication operations services
- Production of food and strategic goods used in combating Covid-19
- Production and supply of medicine, alcohol, oxygen, and other medical equipment
- Gasoline service stations, hotel and & guesthouse services

Cambodia: Over 30 positive cases for COVID-19 are found in garment factory after over 5,000 workers tested
8 September 2021
A medical team went to test more than 5,000 factory workers in Top Summit Garment Factory located in Khan Kamboul and discovered more than 30 Covid-19 cases ...

The mass testing was done after a person came into contact with an infected person…, a Delta case was discovered in one of the workers of the factory came into contact with a person infected with the Delta Variant.

…, a team of medical professionals went to collect samples from the factory, located at NR4, Trapeang Toul Village, Sangkat Kamboul, Khan Kamboul, to collect samples from 5,500 workers. During the testing they discovered that 32 of the workers were infected with Covid-19.

UPDATE - Siem Reap Curfew and Lockdown
11 September 2021
Speaking to the media by telephone this afternoon, Siem Reap provincial governor Tea Seiha said that after an urgent discussion, he decided to close Siem Reap for one week in an effort to curb the spread of Covid-19 in the community. Currently, the number of infected people in the city seems to be increasing incessantly.

Travel from other provinces to Siem Reap will not be possible from 12 September* to 18 September. Food shops will remain open, but no gatherings, and no bars and restaurants. Residents are urged to remain at home except for urgent reasons.

* It is unclear if the lockdown begins tonight at midnight or on the 12th at midnight.

That is a low result to say they work so close together, more so when traveling like cattle in trucks too and from work, also the workers living conditions are close knit. And only one tested possitive for Delta.

I mentioned the ease of truck drivers spreading covid19 to the capital, the report above mentions the drivers being tested once back in Cambodia, but being asymptomatic on testing. This sounds like pushing the buck, or finding an excuse. Easy thing to do would be to change the driver has a precaution once they entered the country.

And here's why tourism is nowhere near to restarting. This is just one example making the news, but local lock downs like this happen all the time.
