Above it mentions the data source, well I would not have thought that it would be the world health organisation in China collecting data.
Always "hope" but never "expect".

Are we sure China didn't have most of these already made? Or are they just a superior race?

I don’t think there’s any need to bring either conspiracy theories or race into it.
China might have more people to vaccinate but they’ve also got more people to dedicate to the production chain, along with the political will to get it working.
Contrast with eg the UK who ran out of those giant bags and basically had to just wait for a private company to decide to make more.
Vaccine manufacture is an extremely highly specialised thing to do, so obviously bigger countries are going to have a better chance at getting it done.
Regarding India specifically I suspect they probably exported a bigger share since they’ve been manufacturing Western vaccines under license. Even a lot of vaccines given in the UK were made in India.

These rises are in fact a slowing down of the spread of the Delta variant in Phnom Penh, from a 7 fold increase to less than a doubling. And if you believe that...
It is interesting that Khmer Times hasn't bothered to translate the number and make it clear where the cases are, as they have done in the previous 2 weeks.

They are tracking the Delta variant but not recording deaths?
or
They are tracking the Delta variant and recording the deaths but hiding the actual figure
or
They are tracking the Delta variant and counting the deaths as just COVID deaths
or
