We don't know because they stubbornly refuse to release new case numbers for PP. And also, not every adult in PP has had their first shot yet, let alone their second. First shots continue for another week in three PP districts including Daun Penh. So it'll be a month after the end of this week before the full effects of the vaccinations can be realised (two weeks until their second dose plus two weeks for it to kick in).

Seems you forgot to include the people that have not been tested but have catched covid (most likely a large part of society) .. The world wide ifr has been lowered from 0.23% to 0.15% a few weeks ago...

I know a bunch of people in Cambodia, Thailand, and Vietnam, who have been sick with obvious covid symptoms within the past year, but NONE of them would dare seek medical attention or get tested because they were scared of the stigma and consequences if they were to test positive. The death rate % is so distorted as to be meaningless. It is certainly far less than the 2% global average.
You can't hide deaths. Some may not get reported as Covid-19 (especially in the beginning of 2020) but generally if people get sick enough they will go to the hospital, get tested and join the Covid-19 club. However, many Covid-19 infections, possibly up to 30%, are asymptomatic, neither tested nor counted. Many infections have only mild symptoms and don't get tested either but just stay at home and recover. I suspect this is more prevalent in the countryside.
The true number of infections could be many multiples of the official figures and without mass testing it will always be supressed and therefore meaningless number. I think it is their policy. If they wanted to know the real numbers with mass testing, and make those numbers public, they could of ramped up testing by now. The fact that the positive rate is about 10% of those tested is the most revealing fact.
If the true number of infections in this country since the start of 2020 was 400,000 and not 42,000, would anyone be surprised?

Get on to the Ministry of Health. Word also has it you may be just able to rock up to one of the vaccination centres with your password from this week, but I don't have a reliable source on that. This seems to be the "small flaw" you mention as you double down by saying "The issue was the fatality rate for people having tested positive. Period.
Let me help you out a bit with the arguments for and against believing the fatality rate percentage for those tested.
The argument for
If those that were tested were random people who happened to be in an area where mass testing was done or simply visited a location that led to contact tracing finding them and testing them then, yes, the fatality rate if valid.
As the sample could almost be said to be a "random selection of people to test." Random testing should prove to be a fair way to assess the infection rate in the population.
The argument against.
Simply by testing an area or people traced through contact tracing after visiting an outbreak location increases the likelihood that they will be positive. Simply because they were in a place where the virus was known to be. eg. 100 people living in an apartment block get tested because the cleaner, who cleans the whole building, got COVID are more likely to be positive as they have been in close contact with the cleaner. The cleaner spread the virus on every floor when he cleaned that floor.
Now the other 2 apartment buildings were not tested so they are unknown.

I don't have a WP and didn't get asked for one, but got my vacc via my Sangkat. My understanding is they want to mop up as many remaining people over the next few weeks as they can.
