The Lucky Supermarket on Preah Sihanouk Blvd is open, I just went shopping there this morning.

They have started turning back ALL traffic going north on street 19 at street 154 (Kiwi Mart). I appears that the streets around Kandal market are in some form of more restrictive lockdown, I assume because of the market situation.

Anyone nearby that can confirm?

District authorities to issue “Shopping” ID cards for families during lockdown
Phnom Penh governor Khoung Sreng last night ordered all district administrations in the capital to issue “shopping” cards, which will allow one member per household to go buy food supplies and other nessessities amid the lockdown.

Making the remark during a videoconference last evening, Sreng asked the authorities to be fair in issuing the cards and ensure that both shoppers and vendors follow the health measures to prevent the spread of COVID-19.

Shopping for necessities has been quite a problem since the lockdown began last week, with many people reporting they are facing supply shortage, as many markets have been closed after they have been identified as COVID-19 hotspots while travelling from one district to another, even for shopping purpose, has been prohibited.

COVID-19: 431 New Cases and 31 Recovered Cases Reported in Cambodia
AKP Phnom Penh, April 20, 2021 --
Cambodia this morning reported 431 new positive cases of the novel coronavirus (COVID-19); the tally reached 7,444.

According to a press release of the Ministry of Health, the new cases include two foreign passengers: a 31-year-old Indonesian man and a 20-year-old Chinese woman, and 429 community cases linked to the Feb. 20 incident.

Of the community cases, there are 428 Cambodians and 1 Vietnamese. Phnom Penh capital recorded the highest number of daily infections (271), followed by Preah Sihanouk province (133), and the rest in the provinces of Kandal, Kampong Cham, Kampong Chhnang, Kampong Thom, Kampot, Prey Veng, Svay Rieng, Takeo, and Thbong Khmum.

At the same time, 31 locally transmitted cases have recovered; bringing the total cured patients to 2,555.

The newly recovered cases are 30 Cambodians and 1 Chinese. They have been allowed to be discharged after being tested negative twice consecutively.

In addition, the ministry registered 4,835 active cases and 49 COVID-19-related deaths.

My apartment owner (lucky to have a good one) stopped by the local Khan/district office this afternoon after I asked if he knew about this, seems they are aware of the announcement to issue the shopping ID but no guidance on how to put it into practice yet
