Well, they certainly had paperwork saying they had a negative Covid-19 test before travel. But I have heard a rumour that the Chinese occasionally produced things that are not genuine.

Seriously though, I wonder if the authorities make any effort to follow up on the Covid-19 negative paperwork produced by positive testing arrivals. They might find out that there are fake certificates farms producing these certificates and learn how to spot them (at the airports ideally)
I’m trying my hardest not to think conspiracy or fraud. Trying to stay positive like JB suggests.

Could be simply improper testing.

Some things that may affect the test's accuracy include: You may have the virus, but the swab might not collect it from your nose or throat. The swab or mucus sample may be accidentally contaminated by the virus during collection or analysis.Nov 6, 2020

COVID-19: Four New Imported Cases Reported
AKP Phnom Penh, February 18, 2021 --

Cambodia has detected four new imported cases of the novel coronavirus (COVID-19); the tally thus rose to 483, the Ministry of Health announced in a press release this morning.

According to the source, two of the new cases are Indonesian nationals of 18 years old arriving in Cambodia on Feb. 16 from Indonesia via Singapore. They have been admitted to the National Centre for Combating Tuberculosis and Leprosy Control (CENAT) in Phnom Penh.

The other 126 passengers on the same flight with negative test results have been put under 14-day quarantine.

The other two cases are a 31-year-old Chinese woman arriving in Cambodia on Feb. 7 from China via South Korea and a 62-year-old Swiss man who came from Switzerland and arrived in Phnom Penh on Feb. 4 via Singapore. They have been tested negative for the deadly virus on their second test. They have now been hospitalising at CENAT and Khmer-Soviet Friendship Hospital, respectively.

The 483 confirmed cases include 345 Cambodians, 45 French, 20 Chinese, 18 Indonesians, 13 Malaysians, 12 Americans, 6 British, 5 Indians, 3 Vietnamese, 3 Canadians, 2 Hungarians, 2 Pakistanis, 2 Japanese, 2 Nigerians, 1 Belgian, 1 Kazakhstani, 1 Polish, 1 Jordanian, and 1 Swiss.

Meanwhile, no new recovered patient was recorded; therefore the total number of cured cases remains at 470 with no fatal case.

Fine Increased up to 5 Million Riel for Quarantine Evasion
AKP Phnom Penh, February 18, 2021 --

The Royal Government of Cambodia has increased the penalty for those who evade quarantine to up to 5 million Riel (US$1,250).


The sub-decree on amendment to the sub-decree No. 129 on health measures to prevent and respond to international outbreaks of diseases at the country’s gates, dated Sept. 17, 2015, was signed today by Prime Minister Samdech Akka Moha Sena Padei Techo HE.

According to the​​ amendment made to the Article 8 of the sub-decree No. 129, any passenger or transport operator who evades inspections or fails to cooperate with the quarantine officers in implementing the health measures or fails to comply with the procedures set out in the sub-decree shall be subject to a transitional fine from 1 to 5 million Riel (from US$250 to US$1,250), up from 200,000 Riel to 1 million Riel (from US$50 to US$250) in the old article, and be required to carry out the health measures.

Those who initiate, direct, instruct, incite, persuade, or deliberately facilitate a passenger or transport operator to evade inspection or quarantine measure shall be subject to a transitional fine from 10 to 50 million Riel (from US$2,500 to US$12,500, it added.

The violator will face court action if s/he refuses to pay the fine within 30 days from the date of receiving the decision on the transitional fine, underlined the new article.

This transitional penalty does not exempt the violator from criminal liabilities stipulated in the existing laws and regulations, it continued.

Anyone who falsifies health-related documents for the purpose of evading the quarantine measures shall be punished in accordance with the criminal law in force, it stressed.

Recently, Samdech Techo Prime Minister asked the Ministry of Justice and Ministry of Health to work together to amend the Article 8 as the punishment is slight which cannot deter the violations.

Sihanoukville Man Quarantined After Illegal Border Crossing from Thailand

(Preah Sihanouk Province): Authorities cooperated with a group of doctors to bring a Cambodian man who was a worker in Thailand who had just returned from Thailand to his hometown in Prey Nup district to be quarantined at a hotel in Preah Sihanoukville last night, 17.02.2021.
According to the police report, the man named Kayon, male, 41 years old, resident of Ta Ong Thom village, Samaki commune, Prey Nob district, Preah Sihanouk province, left Trat province, Thailand and entered Koh Kong province in the early hours of the morning, on 17.02.2011, by boat across the sea from Trat Province, Thailand to the Khmer-Thai border in Koh Kong Province at 7 am on the same day, then took a taxi to his home in Ta Ong Thom village, Samaki commune, Prey Nob district, Preah Sihanouk province.

COVID-19: Another Imported Case Detected; Tally 484

The total confirmed cases of the novel coronavirus (COVID-19) in Cambodia rose to 484 with the detection of another positive case, reported the Ministry of Health in a press release this morning.

According to the same source, the new patient is a 25-year-old Chinese woman coming from an Arab country and arrived in Cambodia on Feb. 17 via Singapore. She has been admitted to the National Centre for Combating Tuberculosis and Leprosy Control (CENAT) in Phnom Penh.

The other 73 passengers on the same flight with negative test results have been put under 14-day quarantine.

Cambodia Requests to Buy 5 Million Doses of COVID19 Vaccine from India

Phnom Penh (FN), Feb. 19 – Cambodian Foreign Minister Prak Sokhonn informed Minister of External Affairs of the Republic of India Dr. Subrahmanyam Jaishankar that Cambodia requested to purchase 5 million COVID19 vaccine doses with 1 million doses in the first phase.

The request was made in a telephone conversation between top diplomats of the two countries on 18 February 2021.

I wonder which vaccine Cambodia will get.

India currently produce the AstraZeneca/Oxford vaccine and the domestically produced Covaxin and Covishield vaccines.
Covaxin has been approved for emergency use in India, but has been mired in controversy due to criticism that there was a lack of transparency in its approval, and also because it hasn’t published enough efficacy data.
Covishield in India and co-developed by AstraZeneca and the University of Oxford — has also been granted emergency approval in India.
Other Indian companies have agreed to produce vaccines for developers such as the Russian Direct Investment Fund and U.S. firm Johnson & Johnson. To be clear, these vaccine candidates have not been approved for use yet.

Just been informed that Diamond Island in Phnom Penh is closed due to 24 positive cases found. There's also some connection to Aeon Mall 2 but not sure what yet.

All word of mouth so far. Nothing official has been released so make of it what you will.

In 2010, a virus similar to SARS-CoV-2 was already present in Cambodia.


In November and December 2010, UNESCO and Cambodian authorities invited researchers from the Muséum National d'Histoire Naturelle in Paris to explore several sites in northern Cambodia. The goal was to study the biodiversity of bats near the Temple of Preah Vihear, and a large number of bats species were caught during this survey, including eight types of horseshoe bat (genus Rhinolophus). They’re of great interest for virologists, as they are the reservoir of all Sarbecoviruses, the group of coronaviruses that includes SARS-CoV and SARS-CoV-2, respectively responsible for the SARS epidemic in 2002-2004 and the current Covid-19 pandemic.

In 2020, 10 years after the expedition, the samples stored in a freezer at -80°C were taken out and tested by the Institut Pasteur of Cambodia (IPC) to look for Sarbecoviruses. A PCR test showed two positive results and a full sequencing of their genome started. Two variants of a virus close to SARS-CoV-2 were discovered in two bats of the species Rhinolophus shameli we captured in 2010 in a cave in the province of Steung Treng........
