Exactly. And aren't China insisting on pre flight quarantine? Maybe they know that Cambodia is so weak at enforcing such quarantine?
Maybe Cambodia Airlines are cheaper than their Chinese competition and so a 14 day ban will give their competition a full plane at high prices.

Looks like it'll be another 8 months before you can enter Vietnam as a tourist. Very disappointing but not unexpected since the country has such a low vaccination rate.
At least the infection case rate has been plunging the last week or two.

Vietnam has vaccinated over 38.2 million [population nearly 100 million] with at least one Covid-19 vaccine shot. Over 14.9 million people have been fully vaccinated.

More details in link:Vietnam expects to reopen to foreign tourists by next June following a post-COVID-19 tourism recovery road map, according to an announcement from the Vietnam National Administration of Tourism (VNAT).
Vietnamese tourism is preparing to welcome international tourists again through a process which would align with the country’s ‘new normal’ and ensure effective epidemic control, the VNAT, under the Ministry of Culture, Sports, and Tourism, said in a recent meeting on tourism resilience.
Last month, Prime Minister Pham Minh Chinh agreed to the ministry’s proposal to pilot a plan to reopen Phu Quoc Island off the southern province of Kien Giang to foreign travelers.
Under the trial scheme, planned for November 2021 to March 2022, Phu Quoc would be the first destination to be reopened to foreign arrivals from countries and regions that Vietnam’s government considers to have put the pandemic under control, using vaccination rates as the primary benchmark.
These countries include the U.S., Australia, European countries, the Middle Eastern countries, and Northeast Asian countries.
International visitors to Phu Quoc will be required to be fully vaccinated against COVID-19, with their second shot taken no less than 14 days and no more than 12 months prior to their entry.
They must also test negative for COVID-19 within 72 hours prior to their departure.

The US will now accept just about any traveller inoculated with any US/WHO approved vaccine, including mix and match vaccines.

I am still waiting for the EU to make their mind up collectively about whether the Chinese vaccines will be accepted block-wide. I am hoping they will reverse this decision over the coming months. Otherwise it should be possible to get some western vaccine here, although I don't know if they will accept a hospital/clinic receipt as it is non official. I could end up with 3 x SinoVac and 2 x AZ and still have to isolate.

US accepts the sino vaccines so i would guess Europe will as well in time

My country (in EU ) accepts SinoVac and Sinopharm to enter the country, I am pretty sure that some other EU countries do as well.

I hope so, but the EU leaves health related issues to the individual states, so any harmonisation will be voluntary, hence the current inconsistency. (The EU would love the power to harmonise the gigantic health sector, but France - ranked #1 by the WHO - Germany, Spain and Italy are having none of it.)
Anyway, at first chance back in the UK I'll load up on some more vaccine. I think I'll try some Pfizer next time, with a Modena booster. Yummy...

There are limited flight options into Cambodia. Currently these are primarily via Seoul or Singapore. You should check with the airlines about requirements to board flights.
When you return, you must follow the rules for entering the UK. You should also ensure that you meet any COVID-19 requirements when transiting a third nation.
You are responsible for organising your own COVID-19 test, in line with UK government testing requirements. The National Institute of Public Health in Phnom Penh is able to provide a health certificate for travel; other health providers may be available. You can also call the COVID-19 hotline on 119 for advice.
Be prepared for your plans to change
No travel is risk-free during COVID. Countries may further restrict travel or bring in new rules at short notice, for example due to a new COVID-19 variant. Check with your travel company or airline for any transport changes which may delay your journey home.
If you test positive for COVID-19, you may need to stay where you are until you test negative. You may also need to seek treatment there.
Plan ahead and make sure you:
can access money
understand what your insurance will cover
can make arrangements to extend your stay and be away for longer than planned

Individuals who are unwell and suspect they may have COVID-19 must seek consultation by calling 115 or visiting a designated government hospital
Accommodation
Hotel and private rental accommodation is available throughout Cambodia. Some hotels have closed and remain so, and we advise that you contact hotels directly when booking. The majority of hotels will ask to take your temperature on arrival and ask you to complete a declaration in relation to your recent travel history and whether you have any symptoms related to COVID-19.
Some services and facilities in hotels may not be available e.g. leisure facilities.
Many public places and services such as gyms, casinos, karaoke rooms and nightclubs remain closed until further notice. You should contact venues ahead of events.
We strongly recommend that you wear masks, clean your hands and maintain social distancing in all public places.

Yes, just England for now, Scotland, Wales & Northern Ireland have their own rules but are likely to follow suit.
That's the good news. The bad news is they still will not accept SinoVac or SinoPharm.
So, if you want to go to UK and are lucky enough to have been vaccinated with a full course of one on the approved list, you can now enter the UK without any self isolation requirements. However, you will still need a day 2 (or earlier) test, to be booked and paid for prior to travel. You can do this at the airport.
The UK's obsession with lining the pockets of the lucky few in the testing racket is very much like Cambodia and their quarantine racket.
