Locals Fed Up with Police Turning a Blind Eye to Cockfights
Cambodia Breaking News, (Prey Veng): On the afternoon of February 23, 2020, local people reported seeing a group of cock-fight addicts arriving on motorbikes, carrying chicken baskets into the cockfight pit located in the rear of Prum Sokha's villa in the village of Prasat Khnach Phnom commune, Ba Phnom district, Prey Veng province, for a day of gambling on cockfights. Mr. Sokha's father is Prey Veng provincial police commissioner.
The neighbors have strongly criticized Colonel Mom Sarom, the police chief of Ba Phnom district, for his inability to crack down on local gambling and cockfights, which they say are more and more numerous. The afficionados make no secret of what they are doing, and all day long during the cockfights they are shouting and yelling so loudly that everyone in the village can hear them.
This leaves the local people wondering why the cops don't crack down, and they have asked Brigadier General of Police in Prey Veng to take action. As a result of this complaint, Brigadier General Pao Chivy, deputy commissioner of crime for the Prey Veng provincial police commission, told the press that he has ordered a police inspector of Ba Phnom district to crack down.
All types of gambling are illegal for Cambodian nationals, and the police often raid village women's card games and slot machine arcades that attract teenagers, so it is not surprizing that ordinary people are upset that this cockfighting is going on openly without police intervention.

"All types of gambling are illegal for Cambodian nationals"
Tell that to the kids who gamble on that game where they kick flip flops around. And, um, what about scratch & win cards?

Kick-back by the collective citizenry directed at the district police chief.
A good sign.
Possibly has little to do with the actual cock fighting.
As previous posts have pointed out, gambling and noisy gatherings do not usually attract communal finger-pointing and people speaking out like this. The colonel is probably unpopular for other reasons.
They do look like tawdry "cock fighting addicts", as the report charmingly describes them.
It appears to be a very low-rent operation.
The only cock fight i went to - the local Saturday afternoon card in a quiet part of Bali - had two thousand over-exited guys of all ages and stations dressed up in their Sunday best.

Those aren't prize winning birds, anyhow. My neighbour is a cock-fighting addict, so I'm becoming quite the expert.
