Owning a boat in Phnom Penh

Owning a boat in Phnom Penh
Hi All,
I am planning to move to Phnom Penh this year and really looking forward to it. Since I prefer water over concrete jungle I am considering to look for a place in Chrouy Chang a or Akreiy ksatr at the water. I own currently a boat and was wondering if I could "park" it in front of a house and cross the Mekong to go to Phnom Penh or to work which will be around Ta Prum. Or in the evening just take me ower to the mainland.
I was thinking about employing a full time skipper. So basically after dropping me somewhere either wait on the boat or take the boat back home.
Anyone doing something like that or knows how it works with owning a boat?

Can someone drag up the post on the guy who bought his boat to PP from Nam and had it stolen .

According to my fiend Rony who has his sailboat in SNV, ( he has had his in Cambodia since before they changed the laws) foreign registered boats are not allowed in Cambodia to stay

Steer clear of boith the places you mentrioned as well. High crime areas
