The police reported that the two Chinese men were tourists who visited the Royal Palace and used their drone to fly inside the grounds there to take photos.
It is strictly forbidden to fly drones in and around the area of the Royal Palace (as well as many other sites in Phnom Penh), so police arrested the two men and took them down to the police station for questioning. The same evening, at 8:30 pm, the police sent the Chinese men to the Department of Cybercrime.
