As COVID-19 vaccinations continue across the country, Arkansas, Montana and South Carolina are the latest states to advance legislation or enact laws that ban certain requirements – such as vaccine passports or conditions of employment – based on inoculation status.

The measure related to goods and services access is tied to the concept of "vaccine passports," which provide proof of vaccination for activities such as traveling or attending concerts. Governors in six states – Arizona, Florida, Idaho, Montana, Texas and South Dakota – "have issued executive orders prohibiting vaccine passports/requirements in some regard," according to James Nash, press secretary for the National Governors Association. That number grew to seven on May 11 when South Carolina Gov. Henry McMaster, a Republican, issued an executive order banning vaccine passports in the state.

Officials in the Joe Biden administration, however, have insisted that there aren't plans for a federal vaccine passport system.

"Let me be clear that the government is not now, nor will we be supporting a system that requires Americans to carry a credential," said Jeff Zients, the White House COVID-19 response coordinator, during an April 14 press briefing. "There'll be no federal vaccination database, no federal mandate requiring everyone to obtain a single vaccination credential."

Indeed, no autonomous adult in the U.S. today can be forcibly vaccinated for COVID-19. Yet limited legal authority to compel vaccinations still exists among certain groups. Members of the U.S. military may be physically required to undergo vaccination as a binding condition of their service. Adults or minors housed involuntarily as wards in congregate, or communal, settings—including prisons or mental health institutions—arguably can be vaccinated to protect the health of others. Despite the potential for significant abuses underlying forced medical interventions, public health and safety may prevail in these settings.

No one may be constitutionally compelled to be immunized if the vaccine directly threatens their health or life, often based on the Centers for Disease Control and Prevention’s recommendations identifying medical contraindications to vaccination. Other exemptions for religious or philosophical reasons are state-specific, with each jurisdiction outlining criteria for claiming an exemption.

Phnom Penh, July 26, 2021 --

The number of imported cases of COVID-19 to Cambodia is still high, or 475 cases among the 778 new infections this morning, according to a press release of the Ministry of Health.

Can anyone answer where the imported cases are accounted, and from where! How many are the numbers for example of people flying in to the country who are tested possitive. And how many crossing land boarders?
Always "hope" but never "expect".

With those kind of numbers it is probably at the Thai border crossing with migrant workers getting out of Thailand in a hurry. We used to get one or two on planes and were told about it in the news last year, but that kind of detailed reporting has long since gone. Now we can even get numbers for PP.

More than 150,000 Cambodian migrant workers return from abroad legally and illegally. How many with Delta Variant?

The general commission of the national police announced that more than 150,000 Cambodian migrant workers had returned from abroad in the first six months of the year, both legally and illegally.
This includes 54,556 women and 564 minors.
During the first half of this year, the Capital-Provincial Police Commission also carried out specific patrols against sex trafficking activities and had detained up to 1,249 people, including 1,036 women.
Separately, the Anti-Human Trafficking and Juvenile Protection Department of the General Commission of the National Police, the OWSO Law Enforcement Task Force in charge of marriage between Cambodians and foreigners, received and interviewed a total of 211 Cambodian and foreign couples.

A majority of the returning migrant workers are from Thailand while a small number were from other countries like Malaysia and South Korea.

The authorities also expressed grave concern as to how many of these returnees had tested positive besides the official figure of 9,152 and with the recent outbreak of Delta and Delta Plus COVID-19 variants, how many have been detected or identified as possible carriers or even those infected with these two variants which is rampant now in Thailand.

Returning workers from Thailand use illegal crossing points in all except one point – the O’Smach International Border Gate as using illegal routes in this area could be fatal – mine fields and difficult terrains while in many other areas, porous border conditions, a stream and well connected human smugglers are said to be operating rather effectively.

Every day, up to 500 Cambodians cross the border legally and illegally. They are picked up by patrolling Cambodian army trucks who take them directly to quarantine centres, mostly schools where they are documented, given a utility pack which includes a blanket and sent to their assigned room, a classroom before being called out for rapid tests later in the day.

China battles worst Covid outbreak since Wuhan

A Covid outbreak first discovered in the Chinese city of Nanjing has spread to five provinces and Beijing, with state media calling it the "most extensive contagion after Wuhan".

Almost 200 people have been infected since the virus was first detected at the city's busy airport on 20 July.

All flights from Nanjing airport will be suspended until 11 August, said the Global Times quoting a source.

Officials also began city-wide testing amid criticism for their "failure".

All 9.3 million of the city's residents, including those visiting, will be tested, said Xinhua news.

Officials believe the current outbreak is linked to the highly infectious Delta variant of the virus and has spread further due to the fact that it was detected at a busy airport.

The airport management has been rebuked, with a senior disciplinary body of the Communist Party saying it had "problems such as lack of supervision and unprofessional management",

Testing has shown that the virus has now spread to at least 13 cities including Chengdu and the capital Beijing.

However, experts quoted by the Global Times said they believed the outbreak was still at an early stage and could be controlled.

Local officials in Nanjing said that seven of those infected are in critical condition. The new spike in cases have led some on Chinese social media to speculate if the Chinese vaccines are working against the Delta variant.

It is unclear if those infected were vaccinated.

A number of South East Asian countries relying on Chinese vaccines have recently announced they will use other jabs.

China has so far managed to largely keep the virus under control by closing borders and moving quickly to stamp out local outbreaks.

I wonder how many people in China have been vaccinated. 1.4 Billion isn't going to happen overnight.

I am surprised they published it, given their penchant for secrecy.

Those numbers leave China is a precarious position. If Delta gets in there and they loose control of it, that leaves over a billion people completely exposed (much like India was).

If you're gonna lie, lie big. Say 80% of China is fully vaccinated and shoot any Chinese citizen who dares to say otherwise.
