No Power cuts in street 244

Someone told me that street 244 (Villa Grange street) suffered ZERO power cuts this year due to it's proximity to important buildings. My mate is looking to rent somewhere in PP and he knows that area. Before I go repeating this claim of 244 being a power-cut-proof street, can anyone confirm or refute this?

Your mate can just go into a power cut proof building. One with a generator.

Staying at iRoha hotel. According to the staff there, the area is not allowed to get power cuts. Outlying parts of Phnom Penh and provinces will get cuts. There is a generator on site just in case, however.

I had friends up by Toul Kork roundabout and Sen Sok area that had little to no powercuts last year when it was a shitshow

That's because the toul kork area hosts most of the higher ups at EDC/ EAC/ MME.
