Hostel guests using laptops till 3am
I'm asking for urgent opinions please.
If some hostel dorm guest is using a laptop till 3am and the brightness is irritating another person, is he in the wrong or is the other for not wearing an eye mask?

I tried to reason with the person but they were arrogant and stubborn. I believe it was an old Israeli. They actually thought it was rude me even asking them at 2 am to dim it down. I mean what a jerk!

I had a similar problem once when I was living in Taiwan. I was a long term resident of Taipei Hostel - it was cheap, centrally located and had a decent kitchen and I saved a ton on housing but there were a group of Korean travellers once that moved in for a month and they would come back at like 3 am and turn on the lights and make all kinds of noise - just rude and ignorant and loud bastards.
I complained to management and they eventually designated a dorm room where lights out at 12 am was strickly enforced. Try that; complain to management.
