Are you not talking about cement factories that make cement into concrete.

Those are concrete batching plants for the building sector. They mix sand, gravel, mortar mix and cement powder in various ratios.

A cement plant is to produce cement powder from raw materials.

bcoz i've seen trucks full of what looks like normal cement bags leaving there

If you had been there earlier, you would probably have seen many trucks also arriving there with bags of cement .

But lots of cement is carried in bulk containers, maybe they bag it there also.

They have distribution hubs up there, and at least two of the big 5 producers have bulk loads of bags being taken by rail to their PP stockyards, so probably yes.

Also, one of them is building a grinding plant up there to mill cement from imported clinker. It's centralized, so makes sense.
