359 high-rise building construction sites remain stalled in Sihanoukville

Of the 1,006 “high-rise building” projects seen mushrooming in coastal Preah Sihanouk province before the Covid-19 pandemic, 558 are now complete and 303 of those are in operation, according to governor Kuoch Chamroeun.

Speaking at a press conference on the province’s achievements of the past five years, held at the Council of Ministers on February 15, Chamroeun noted that 89 other projects are now back under construction while another 359 have been completely suspended.

Sihanoukville saw a flood of Chinese investments in the years just prior to the pandemic, which disrupted travel and daily life in China up until recently when the Chinese government eased its “zero-covid policy” restrictions.

“The construction activity in Preah Sihanouk province has dramatically decreased since the onset of Covid-19 in early 2020, when countries began to put in place lockdown measures to prevent the spread of the virus,” he said.

According to Chamroeun, there are currently more than 20,000 Chinese living and working in the province.

Responding to the question of what measures the authorities have taken to address the issue, Chamroeun said the Ministry of Economy and Finance have set up a working group to study the situation and look for measures to assist project investors.

Third Wastewater Treatment Plant Construction Project to Complete in June

The 3rd wastewater treatment plant construction project, located in Village 4, Sangkat 4, Sihanoukville, Preah Sihanouk coastal province, is expected to complete in June this year as scheduled.

The information was shared during the inspection visit by Prime Minister Samdech Akka Moha Sena Padei Techo HE, to the construction site this morning.

Implemented by XWATER Technology Co., Ltd., the construction process would take 22 months and cost about US$20 million.

Built with Membrane Aerated Biofilm Reactor (MABR) technology, the latest Israeli technology, the three wastewater treatment plants are part of many achievements, such as the 37-road infrastructure, high-rise buildings and other new infrastructure, invested by the Royal Government to turn Sihanoukville into a Smart City and Preah Sihanouk province into an important multi-purpose model special economic zone in the country.

The 1st wastewater treatment plant has the capacity to treat 5,200 cubic metres of wastewater per day, the 2nd some 7,200 cubic metres, and the 3rd around 20,000 cubic metres a day.

Besides, there are seven wastewater pumping stations in Preah Sihanouk province, four of which have been built by the National Committee for Coastal Management and Development of Cambodia and the other three by the Ministry of Public Works and Transport.

Mega car park planned for Sihanoukville

A South Korean company is investing in establishing a first-of-its kind very large car park in Sihanoukville to help alleviate traffic congestion amid a construction boom and the arrival of a growing number of tourists.

The Preah Sihanouk Provincial Administration said on Sunday that the company has identified a five hectare site in Sihanoukville’s Muoy commune for the project.

It noted that the project will address traffic congestion issues caused by visitors parking haphazardly when they come to the city during national festival.

The provincial administration said the Ministry of Public Works and provincial authorities have almost completed the preparation of a sub-decree on public transport and parking in Sihanoukville and construction of the car park will begin soon after the adoption of the law.
