Sihanoukville's New Landfill - A Role Model
AKP Phnom Penh, December 04, 2021 --

Sihanoukville's newly constructed landfill site was considered as a high standard one that could be duplicated for waste management across Cambodia.

The claim was made by H.E. Neth Pheaktra, Secretary of State and Spokesperson at the Ministry of Environment when hosting a group of journalists to see the landfill at the coastal city.

According to the secretary of state, the new landfill encompasses five hectares of land surface with four pits that could load nearly one million tonnes of garbage, and was structured with standardised waste management process.

The landfill was a project of the Royal Government of Cambodia which was executed by the Ministry of Public Works and Transport and handed over to the Ministry of Environment after the completion on Nov. 5.

Cambodia is expected to have six more of such landfills in Kep, Kampong Chhnang, Pursat, Battambang, and Kampot in 2022 -- thanks to the support from development partners such as the Asian Development Bank and the World Bank.

Other provinces including Siem Reap and Banteay Meanchey will also have one in a near future, added H.E. Neth Phreaktra.

Mr. Hok Sophannaro, the director of Sihanoukville urban landfill, shared that a daily average of around 400 tonnes of garbage was dumped at the site since it was operated.

Preah Sihanouk Province to Be an Engine for Cambodia's Economic Growth, Prime Minister HE Says

SIHANOUKVILLE--Preah Sihanouk Province has undergone a dramatic transformation over the last few years with its quiet capital of Sihanoukville developing a thriving economic sector in tourism and industry, according to the Cambodian authorities. In particular, the province has become an important link between domestic production and trade with countries in the region, they say.

The development momentum in the province, both in the public and private sectors, makes this province a new engine for potential economic growth in Cambodia, Prime Minister HE said.

Speaking during the inauguration ceremony of wastewater treatment systems and 37 roads in Sihanoukville on Dec. 2, 2021, the prime minister said that these projects have been in line with Cambodia's vision to turn Sihanoukville into a multi-purpose model economic zone and become an engine for national economic growth.

"This is the first time we have invested more than $300 million in this city,” he said. "These works are very crucial, in which we focus on the construction of infrastructure in Sihanoukville as we want to develop a multi-purpose province that will contribute to Cambodia’s economic growth."

Developing Preah Sihanouk Province’s infrastructure is a must, HE said, as many companies have invested and built high-rise buildings in the coastal city.

According to Minister of Land Management Chea Sophara, the construction of 37 roads in Preah Sihanouk Province is part of the government urban planning strategy to develop the business and tourism sectors in Sihanoukville while playing a role in reducing poverty and improving living standards for the people in the area and also maintain the beauty of the province.

"The construction of these roads has made a significant contribution to achieving the Royal Government's vision set out in the Royal Government's Land Management Plan for Sihanoukville,” he said during the inauguration ceremony. “The 2030 vision aims to develop Sihanoukville—a sustainable national development pole in Cambodia's coastal region—into a multi-purpose model economic zone and a national growth center through smart city development and coastal integration in Cambodia."

Developing Sihanoukville into a special economic zone with China’s support
As Kouch Chamroeun, governor of Preah Sihanouk Province, was mentioning during a press conference on Nov. 29, 2021, development projects for Sihanoukville also includes a third wastewater treatment plant with a capacity to clean up to 20,000 cubic meters of wastewater per day and which is now under construction.

Moreover, Sihanoukville will have an expressway to Phnom Penh by the end of 2022 and a new deep container dock with a length of 350 meters and water depth of 14.5 meters in early 2025, he said.

Public and private sector investment into the province’s development has greatly expanded its economic potential, with projects over the last five years taking it into the 21st century, in the direction set by the Cambodian government, Chamroeun said.

On Oct. 18, 2021, China’s Urban Planning Design Institute of Shenzhen (UPDIS) signed an agreement with the Ministry of Economy and Finance to provide a master plan service for the development of Sihanoukville to transform it into a multi-purpose special economic zone under the presidency of Finance Minister Aun Pornmoniroth.

Chinese Chamber of Commerce in Cambodia calls for ‘fight against vicious crimes involving Chinese citizens in Cambodia’

In an unprecedented move, the Chinese Chamber of Commerce in Cambodia has issued an open letter calling for ‘a fight against vicious crimes involving Chinese citizens in Cambodia’.

The letter in response to a wave of criminality involving Chinese nationals, centred around the coastal port of Sihanoukville, but also happening in Phnom Penh and other Cambodian cities.

Entitled ‘An open letter of the Chinese Chamber of Commerce in Cambodia calling for a fight against vicious crimes involving Chinese citizens in Cambodia‘, the strongly worded letter – issued in Chinese, English and Khmer – decries the ‘case[s] of shooting, kidnapping and extortion involving Chinese citizens in Cambodia’ related to ‘online gambling and telecommunication fraud groups in Cambodia’

The Chamber of Commerce warn that ‘If the Internet gambling groups is allowed to play the bully and do whatever it wants, Chinese enterprises that intend to develop in Cambodia will not only be deterred, but also seriously affect the business prospects and confidence of Chinese companies already operating in Cambodia.’

They urge that ‘In order to protect the safety of Chinese Investors and attract more Chinese enterprises to Cambodia for common development, the Chinese Chamber of Commerce in Cambodia, on behalf of all Chinese enterprises in Cambodia, strongly urged the governments and relevant departments of China and Cambodia to take effective measures as soon as possible, to speed up the investigation of cases and severely punish criminals. In particular, it is important to root out online gambling and telecommunication fraud groups and their derivative illegal activities in the so-called “Zone” and create a safe and favourable business environment for Chinese enterprises in Cambodia.‘

Speaking to VOA on Friday, Interior Ministry spokesman Khieu Sopheak says Chinese and Cambodian authorities have joined forces to crack down on cross-border crime involving Chinese people in Cambodia by providing and sharing information and clues.

General Khieu Sopheak also denied reports that there were local conspirators cooperating with the foreign criminals.

Firm urged to expand S’ville water supply system

Minister of Industry, Science, Technology and Innovation Cham Prasidh has urged Anco Brothers to expand its dams and modernise water supply systems at its clean water production plant in response to growth in Preah Sihanouk province.

Prasidh made the call while inspecting the company’s water treatment systems on February 27 in the Kbal Chhay area of Sihanoukville’s commune I, along with provincial governor Kuoch Chamroeun and Kok An, the chairman of Anco Brothers.

“Preah Sihanouk province has developed infrastructure and communication systems consistent with its expansion. This means the company needs to prepare sufficient supply networks for its needs. The company needs to expand its networks to match the rate of development. Without adequate water supply, further growth will not be possible,” he said while also thanking the company for supplying water to residents in three towns and districts in the province.

An said the company now has three water treatment plants which can produce 160,000 cubic metres of water a day. The first dam can produce 40,000 cubic metres, while the second and third each add 60,000 cubic metre to the province’s supply.

Cambodia News (Phnom Penh): On the morning of 19 September 2022, while chairing a meeting on anti-trafficking measures, Samdech Krala Hom Sar Kheng, Deputy Prime Minister and Minister of Interior, noted that "The Royal Government’s spending of US$200M to build infrastructure in the city of Sihanoukville, and approximately $2B in the expressway to improve National Road No. 4, was not to create a haven for illegal gambling, but was only to attract the right investments, and the right sort of tourists to generate income for the whole nation, not just Sihanoukville."

The Deputy Prime Minister ordered police officers to pay attention in achieving four priority goals:
1) To save victims of human trafficking in time;
2) Strive to hunt down and severely punish without exception ringleaders and those involved in human trafficking;
3) inspect and collect evidence to close crime sites and illegal locations;
4) expand investigations to locate money laundering and other criminal activities.
