Planned security centre raises rights concerns over internet surveillance
The Interior Ministry’s information technology department is planning to establish a new centre dubbed the Security Operation Centre to monitor security issues on the internet.

However, right group Licadho said it is concerned that the centre will be used to restrict freedom of expression.

Lieutenant General Hor Sam Ath, director of the IT department, said in a report that a meeting with Interior Ministry officials was held yesterday to discuss the creation of the SOC.

Lt Gen Sam Ath said the SOC’s purpose is to monitor online threats across all digital platforms, including smartphones and personal computers.

“We will be able to monitor and control all information from the SOC,” he said. “SOC will search and respond to potential incidents before it can happen, including data loss prevention.”

Recently, the authorities have been cracking down on supporters of Sam Rainsy, ahead of his planned return next month. Some of those arrested expressed support on social media sites like Facebook. They are accused of plotting to overthrow the government.

Am Sam Ath, monitoring manager with the rights group Licadho, yesterday said he is concerned because the SOC will be used to restrict freedom of expression.

Kingdom aiming for direct internet access
Cambodia is aiming to no longer rely on Vietnam and Thailand for bandwidth and access to the international internet gateway.

Prime Minister HE during a cabinet meeting on Friday told Post and Telecommunication Ministry officials to look into how the Kingdom can have its own access.

“I request that post and telecommunication institutions to look into the issue,” Mr HE said. “We want [the access] so that we can manage matters related to Cambodia’s security.”

“Right now, we cannot protect our country. We need to do it now, otherwise, it will be like having a house without a fence. We also need to tax gateway operations as well,” he added.

Meas Po, spokesman for the Post and Telecommunication Ministry, said the ministry will work on Mr HE’s request.

“We are preparing our own access to the gateway, we call this the Internet International Exchange,” Mr Po said. “We will build a centre so we can control our own access.”

When asked to elaborate on what Mr HE said about the “management matters related to Cambodia’s security”, Mr Po said Cambodia currently relies on neighbouring countries to manage online security.

“They cannot control security management, but we can protect our data because of our IP address,” he said. “When we have access to our own gateway, we can control data and transmission very fast, especially in terms of security.”

Government spokesman Phay Siphan yesterday said the Kingdom must be able to manage online security.

“Firstly, we can control our national security through the monitoring of information related to terrorism,” Mr Siphan said. “Second, the country will receive revenue.”

Concerns over internet surveillance were brought up recently by Licadho after the Interior Ministry’s information technology department announced a plan to establish the “Security Operation Centre” to monitor security issues online.

Will this mean we will be blocked from certain info and sites like in China ? and others that are deemed to corrupt the people , eg porn sites.
Cambodia,,,, Don't fall in love with her.
Like the spoilt child she is, she will not be happy till she destroys herself from within and breaks your heart.

Proposed Australian laws on Internet censorship are sometimes referred to as the Great Firewall of Australia, or Rabbit Proof Firewall.

Over 200 sites are currently blocked with another 105 under review, 1370 submitted for blocking and expandable to 10,000+ sites

"The first rule of censorship is that you cannot talk about censorship," Wikileaks said on its website in response to its ban.

Websites caught linking to or promoting websites on the block list could face a fine of AU$11,000 per day if they don't remove the content in question within 24 hours of receiving a notice. The same standard can be enforced on an international level. Fines can be imposed on websites outside Australia that link to material on its list.

The site has also published Thailand's internet censorship list and noted that, in both the Thai and Danish cases, the scope of the blacklist had been rapidly expanded from child porn to other material including political discussions.

Already, a significant portion of the 1370-site Australian blacklist - 506 sites - would be classified R18+ and X18+, which are legal to view but would be blocked for everyone under the proposal. The Government has said it was considering expanding the blacklist to 10,000 sites and beyond.

On 10 February 2010, the Parliament of Australia's website, www.aph.gov.au, was attacked by Anonymous once again. The attacks included distributed denial of service, black faxes, prank calls and spam emails. The attacks commenced at 12 midnight local time and the website was down for over two days. The attack, named "Operation Titstorm" is reportedly in defiance of the government's banning of small-breasted women and female ejaculation in pornography. The group called for physical media to be distributed to members of the Australian Labor Party as well as assaulting email addresses, phone numbers, and fax numbers with spam and pornographic images that were in the categories to which were going to be filtered by the government's policy.
