144 Chinese Arrested for Cyber-Crimes in Phnom Penh

Cambodia Breaking News(Phnom Penh) : At 9am today, September 10, 2019 at Trademark Condominium located at # 17, Street 112, Sangkat Phsar Depot 3, Toul Kork, a total of 144 Chinese men and women involved in a cyber-kidnapping were arrested by the Cambodian Ministry of Interior's anti-technology department.

The operation was led by Lieutenant Colonel Siv Chhean, Deputy Director of Anti-Technology Department and coordinated by Deputy Prosecutor Seng Kimlak, Phnom Penh Municipal Court, and attended by the Ministry of Interior's Private Security Management, Police Force of Phnom Penh Municipal Police Commissioner and Toul Kork local police force.
A coalition of forces surrounded the condominium from 9:00 am on September 10, 2019, and for several hours, a specialist search force raided the premises, arresting 144 Chinese men and women who are accused of conducting online kidnapping and extortion activities on Chinese nationals abroad.

The Chinese group were renting the entire condo building for $ 25,000 a month, leasing it for almost a year as an overseas money-grabbing activity.

A total of 144 Chinese men and women were detained; confiscated electronics and computers revealed that the group were conducting operations of kidnapping Chinese nationals for money and the gang have been sent to the Ministry of Interior's Anti-Technology Department for further proceedings.

Edit: Apologies. This is not the same police raid as the OP. Another 71 people have been arrested in another raid, which was held a short time after the OP raid, as part of a city-wide crack down on cyber-criminals being held by Cambodian officials in Phnom Penh today, 10 September 2019. This raid (photos below) was conducted at 11:30 am on September 10, at a condo located at # 8, Street 496, Village 2 in Phsar Doeum Thkov, Khan Chamkarmorn.

According to preliminary reports, the Department of Internal Security and the Department of Private Security conducted the raid and the arrests in collaboration with Khan Chamkar Morn police force.
An unconfirmed report says that a total of 71 people, 64 Chinese and 7 Cambodians, were taken into custody in this latest raid for alleged involvement with cyber-crimes of kidnapping for ransom and extortion.

The 2nd post says 71 people (8 Cambodians). What happened to the other 73?

There were two different raids held this morning in Phnom Penh, plus the other one at the Chinese "university" yesterday.
According to reports so far, 144 Chinese nationals were arrested yesterday and 169 more today in two locations; therefore the estimated number of arrests of Chinese nationals in the three Phnom Penh police raids is 313.

WTF is going on with all these arrests of Chinese?

100-something here, 70-something there, a few 80-what somewhere else and then a few days later another 100-whatever at yet another place. If this is just - as the saying goes - the 'tip of the iceberg' then there are tens of thousands (if not more) Chinese within Cambodia involved in these online scams.

I hope most of them will be rounded up, as I have no doubt that these are China's finest, but WTF has been 'allowed' here in Cambodia to have the numbers swelled like this? Am I naive? I probably am.

Also, what will it mean for the condo market in Phnom Penh?

Hm, it's a whole condo building, suddenly 'relieved' of its tenants, I'm sure the owner is not happy...

I also suppose it's not the only condo building having had this kind of customers...

they have to commit a crime before arrest, presumably even in PRC. maybe that will change as the social credit system matures

Do we have any reliable info on what happens to them upon arrival back in China?
I can find nothing on the 'net except vague statements that "they could be subject to arrest"
