I tried the Philipines and it felt far more dangerous and poor than Cambodia, once you get outside the big metro centres. Having just done a 6 month stint in a "poor" european country i think cost of living wise they aren ow comparable to Thailand. My rent, cigarettes and beer were the same as thailand giving the current exchange rate. Food was cheaper apples 1.25 euro for 1kg as oppsed to $4 here, milk 1.10 euro a litre as opposed to $2.2 a litre here, cigarettes arounf 4 euro for 20. Petrol was the biggest pain as its about $2 a litre (1.85 euro).
Where i was a private medical clinic charges about the same as Phnom Penh and considerably less than thailand. Cambodi is atad cheaper for cigarettes and beer and fule but thats it. My 1 bed aartment with wifi and free electricity 9but no tv) cost 270 euro a month. The only real issue is visas. If you are not and Eu citizen and you do not have a partner who is an EU citizen then it can be tricky. If you have 250,000 Euor ($300,000) to spre to buy a property you will get residence.
