The Phnom Penh Municipality has asked a group of Chinese business people to invest in an affordable housing project targeting civil servants and low-income people.“

n a meeting on Tuesday, Khuong Sreng, the governor of Phnom Penh, told the World Hakka Business Association, led by its chairman Li Kam Chung, that the project will have the support of City Hall.

If the association agrees, the Phnom Penh Municipality will request the government to help the investors import the building materials duty-free,” he said. “The project will be just 50 to 60 kilometres from the city.”

You know what, I can expect government to trade the cost of investment with the facility to allow developer to enjoy free import duty on material for their other projects (project other than low cost housing). Just my guessing.

Again, the authorities displaying their total lack of foresight. It's finally a step in the right direction, but it was fairly easy to predict this would happen. The time to think about this was 8-10 years ago. A project for civil servants 50-60km out of town? Who will be willing to do the daily drive to work? With the price of land so high, I doubt they'll find many willing to invest in such projects.

Not familiar enough with Cambodia real-estate market, but is duty free enough of an incentive to make this a profitable proposition for would-be chinese investors?

There isn't anyone who can do a project on this kind of scale that will do it out of altruism. They'll have to structure it in a way that makes a good business case for any investors ... or link it to approval of other projects they care about.

You could probably drive a monster truck at 100km/h. Anything with a lower ground clearance would probably struggle to maintain that speed.

Build it and they will come.
We will always need more houses. Always.
Hopefully the city will devolve, with satellites being developed on the outer fringes.
If central Phnom Penh remains the only hub we are in for much greater traffic and housing problems in the future.
