3yo Kid Missing After Falling From Motorbike into Flood Waters
Cambodia Breaking News (Preah Vihear): On September 3, 2019, at 7:10 pm, a 3-year-old boy was missing after he fell into flooding water in Decho Sambou village, Cham Kamsan district, Preah Vihear.
Before the incident, the couple and the child were riding a motorbike when flooding water invaded the road and tipped the motorbike over. The mother, who was carrying the baby, hit her head on a rock, causing her to pass out. The kid was swept away by the flowing water. The distraught parents are searching for the kid.
On September 04, the river had risen to 10.58 meters. Three districts in Preah Vihear are currently flooded.

Cambodia Breaking News (Phnom Penh): On September 4, 2019, after heavy rain, there was flooding in Cheb Lech village, and Chel Kert, Cheb district, Preah Vihear. The local population are warned to be careful; one child is missing after being swept away by flood waters.

That's true, but with the conditions shown in the photo, walking across with the scoot may have been a better action for them.
And the eternal lack of helmets in all these sad stories also.

It's incredibly sad the way that Cambodians view (or don't view) health and safety.
I don't blame them personally. It's a cultural / educational issue. To us in the west, we might say it's a common sense issue to wear a helmet on a motorbike, but we're only aware of it through education and culture. As technology has evolved, we've been educated as to the right way of using it and the wrong way.
Khmers wear helmets because they might get fined by the police if they don't. For many of them, they don't stop to question why wearing helmets is important. Add to that the lack of any kind of official standard for rating a helmets safety, which results in many of them wearing nothing more than a cardboard box on their heads. It's no wonder why many of them wonder why they're important. It's why it's so common to see a family on one motorbike where only the adults are wearing helmets.
Khmers are no more stupid than anyone else. They just simply aren't as educated as to possible dangers as the rest of us are, which is cultural issue.
I pray the boy is found alive and well.

Latest news is that the child's body has not been recovered tonight. There is very little hope that the little boy has survived. Conditions are terrible in the region.
