Great Duke Labor Dispute Continues Following Protests, Arbitration

The owner of the closed Great Duke Hotel in Phnom Penh has until Friday to settle a monthslong dispute with former employees, a Labor Ministry official said after the ex-staff resumed protests this week and were earlier awarded compensation by arbiters.
Ou Ratana, an official in charge of labor dispute interventions, told VOD on Tuesday that the Labor Ministry would take legal action against the hotel owner if by Friday the employer had failed to comply with a decision in favor of workers reached by the Arbitration Council in February.
A meeting on Tuesday between former hotel employees, the owner and Labor Ministry officials yielded no solution “because the employer said they don’t have money because of Covid-19,” Ratana said.

Former Great Duke staff finally receive severance
Former staff of the Great Duke Hotel have said they have finally got justice after an Arbitration Council decision, aided by an intervention by the Ministry of Labour, awarded their severance pay after five months of protests.
Former staff representative, Toch Kosal, said that they have agreed to receive a total of $320,000, which will be shared among all 152 former staff following the decision the Arbitration Council decision.
He said that as of today, 120 staff had already received their compensation, while the remaining 32 are due to be paid today.

Minister of Health Mam Bun Heng said the hospital would only be used to treat mild cases of COVID-19.
In a statement on March 7, Bun Heng said: “The use of this hotel as a hospital to treat COVID-19 patients is to enable the Ministry of Health to mobilise necessary human resources, equipment and techniques to save lives in a timely manner and to prevent exacerbation of the disease in the community.”

It's been dragooned because the hospitals have now reached capacity at around 500 beds for quarantine. Which means they have also reached capacity for treatment too. So, they now go to The Duke where they will either cure themselves over time, or die. Quite what medical facilities they have there is anyone's guess. Or medical staff for that matter. I bet there are plenty of security guards to keep you inside. How do you get food? I doubt you'll be allowed any deliveries, and as the government are paying the bills, expect food on a par with the other government funded incarceration centres - prisons.
If there was ever a reason to avoid getting tested at all costs, this is it. Keep away from anywhere that actively enforces those QR codes too, or you might get dragged into the net and forced to be tested.

I gather that any person testing positive is going to be isolated.
If the building were up to standard for use as a quarantine hotel, then it might be a practical way of segregating COVID-positive, but otherwise asymptomatic healthy patients who only require regular testing and monitoring, and completion of a quarantine period. This might leave medical treatment in one location to deal with patients showing symptoms, and requiring medical intervention.
