Sadly they are not rational thinking enough to gamble. No matter how much they loose they will always go back. They dont see their disadvantage in gambling.
Also, that attitude seems no worse than many Casinoville tourists who lose it all, borrow more $$ from the loan sharks, lose that and then get kidnapped for ransom from their family members. Not to mention many instances of suicide jumping off buildings.
Ha tien vegas is in the cambodian Side of the border and filled with khmer people. Surely the police have no idea just as they have No idea that you can purchase sex in a girliebar, right? After all, that would be illegal in the kow.
Very strong no photo policy. If you use your phone they are behind you in 1 second making sure you dont take pics. And even without camera on you are not allowed to face the camera on the table.

Three Arrested in Kandal Card Crackdown
Cambodia News (Kandal): On March 12, 2020, at 3:40 pm, the police arrested three people (2 women, one man), for playing cards in Kampong Thlong village, Koh Thom district, Kandal. The suspects were identified as Hie Seanglim, a 38-year-old woman, Sin Kemang, a 40-year-old woman, and Chan Nan, a 58-year-old man.
The local police had received the information from the local villagers that there was an illegal card game going on at the suspect's house . Subsequently, the police launched a raid on the house and confiscated 52 cards, four pairs of shoes, 50,000 riels (equivalent to about US $12.50), a blanket, and a mat.
The suspects, along with the evidence, were sent to Koh Thom police station for reeducation.

Those Kandal police are not trained as good as the drug squad police or those crims would be pointing at the evidence ,,,,,, their shoes .

Cambodia News (Oddar Meanchey): On March 20, 2020, Lieutenant Khul Pen, district inspector in Oddar Meanchey, ordered the deputy inspector to crackdown on gambling. As a result, he arrested five people(4 women and 1 man) for playing cards in Banteay Ampel.
The suspects were identified as Bol Pong, a 30-year-old woman, Sok Ly, a 34-year-old woman, Sao Vanny, a 35-year-old woman, Ni La, a 43-year-old woman, and Prin Phe, a 35-year-old man. The police confiscated two packs of cards and a blanket. [No mention of money.]
The suspects were reeducated by the authorities, and they have now thumb-printed an official agreement to stop playing cards.

Sihanoukville, Cambodia News: On 24 March 2020, neighbors' complaints resulted in a sensational police raid on Sihanoukville women playing cards, which sent the women running in every direction, looking for a place to hide.
Fortunately, the police were not easily fooled, and they managed to detect the woman who was cunningly hidden in the bathroom water tank.

Cambodia News (Phnom Penh): According to orders by the Phnom Penh police chief, the Lieutenant Meng Vimeandara took his patrol to crack down on a group of people who were trying to enjoy a few quiet games during the Khmer New Year in their luxury residences in Sangkat Tum Nup, Khan Meanchey, Phnom Penh.
The police had been alerted to go and break up the party because the party-goers were gambling for money. So the authorities came in discreetly and politely educated the gamblers, who agreed to stop gambling immediately and to never play games for money again.
