What's with this rain?

What are the divisions on that map? I see the NE corner of KoW, the rest doesn't look like provinces.

Its normal. weather patterns have been erratic last few years but before that it was usually short 1 hour downpours at the beginning of the rainy season and towards the end it used to turn into longer, generally lighter deluges that could go on all day or night
