I never heard that he came to any grief over it.

hes gone
Getting out of Thailand without a passport is as easy as walking across a street.
https://www.nationthailand.com/news/30376442Following a request from Thai police, Interpol has issued a Red Notice for fugitive Norwegian Roger Bullman who faces prosecution for the alleged killing of British national Amitpal Singh Bajaj.
The Phuket Provincial Court issued an arrest warrant for the 54-year-old Bullman, who was charged with manslaughter, after he jumped bail. He faces an additional charge of trespassing to cause harm at night.

Re: Brit killed by Norwegian in pattaya
According to a norwegian news site (www.thainytt.no) he's afraid of bad prison conditions in Thailand.
So he did a runner to Hanoi and lied to the Norwegian embassy there to get a new passport:
"There are now reports that the Norwegian bodybuilder, all of 6’ 2” who Interpol have described as ‘dangerous’ is in Vietnam.
Reports suggest that last Friday, Mr Bullman visited the Norwegian Embassy in Hanoi where he told consular officials that he had mislaid his passport and required a replacement."

Edit:
Looks like he fled to Vietnam via Cambodia:

The Interpol red notice requests that police in Vietnam provisionally arrest the fugitive and notify Thailand’s National Crime Bureau immediately so that extradition proceedings can get underway.
The Interpol notice also gives some new details and background information into how the violent clash between Mr Bullman and Mr Bajaj began and escalated into a deadly assault.

All i know is according to interpols red notices he is not listed as wanted. One would imagine it is updated regularly. He still is not on there.
