A senior official at the Ministry of National Defence said an order issued by the General Command of the Royal Cambodian Armed Forces (RCAF) which forbids anyone from using the military to serve the private sector is a preventive measure aimed at strengthening discipline and maintaining order.

Ministry spokesperson Chhum Socheat said General Vong Pisen, the commander-in-chief of the Royal Cambodian Armed Forces issued the directive last Tuesday.

Pisen’s regulation states: “Commanders of all types of troops and directors of institutions and schools under the supervision of the General Command of the [RCAF] must not allow their forces to be taken to work as guards at companies, factories or private enterprises or to serve private individuals.

“Do not wear uniforms or bring weapons into restaurants, shops or entertainment clubs except during operations.”

Cambodia Breaking News, Phnom Penh: According to the sources, the Ministry of Interior is scheduled to hold a special meeting on Thursday (12 September) to make a decision on who will continue to hold posts in the armed forces and who will retain the tycoon title of okhna. Finally, there has to be a division between the high positions in the Ministry of Interior and the title of Okhna, representing the wealthy business holders.
According to a Ministry of Interior spokesman, in addition to the number of tycoons in the national police hierarchy, there are also a number of tycoons playing important roles in the military - up to 99 people. Therefore, there will be a meeting on 12 September to discuss the matter said Interior Ministry spokesman Khieu Sopheak. The Deputy Prime Minister of the Ministry of Interior, Mr. Sam Kranh Kheng, will hold a meeting on Thursday, September 12, to decide on which tycoons will be selected for a role in the police and armed forces, and which will continue to hold the business title of Okhna (Duke).

Officials claim that the order of Samdech Techo HE was "to eliminate conflicts of interest between businessmen who represent tycoons and those who have a high position in the government with influence in policy. ”
The order of the head of the Royal Government of Cambodia was taken after two high-ranking military officers and okhnas were arrested and charged with committing criminal offenses related to deforestation.

According to local media reports, other tycoons, who also had positions in the armed forces, have also been involved in other serious crimes in the past.

Eternal tourist to the KOW’s reading of the tea leaves...

Iron Man is slowly preparing for the transfer of power to his sons.

Making sure that all potential rivals have access to either money or the military/police, not both.

Ensure that no one builds a power base behind his back, hence, the end of illegal logging, etc. especially those building power beyond his grasp, like selling to Vietnam.

Releasing environmentalists keeps his rivals in check, a win-win.

There was documentary made about Cambodia just before the national election where the CRNP rose to power. In the documentary, Iron Man was musing about a new Cambodia without Iron Man, possibly without the CPP in charge. Apparently changed his mind in a big way after the CRNP rose to challenge the CPP.

Only time will tell.

I think you are spot on here, New Block.

Until now, the pm has done exactly what the Cambodian kings always had to do.
They have rarely had the absolute power to rule the country entirely in their own right.
The feudal/patronage system relies on the "barons" to keep order in their respective areas/sectors of the kingdom.
In return the king has to keep them happy with lucrative franchises.

Maybe now, with backing from a powerful friend, the pm feels confident enough to take back some of the power and privileges of the barons. To centralise it.
This could explain that the current crackdowns in various sectors seems to be more than the usual window dressing.
That could in fact be a very beneficial aspect to current shifts.

PS This is exactly what Thaksin did when he felt strong enough. (and why he suffered the kickback from the elites)
He particularly hit hardest at the dope and timber barons in the north that he had relied upon for his rise to power.
